OKANOGAN COUNTY BOARD OF COMMISSIONERS

December 6, 2005

The Okanogan County Board of Commissioners met in regular session on December 6,2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, and Brenda Crowell, Clerk of the Board present. Commissioner Don Hover is attending a week long meeting in Chelan regarding Salmon Recovery Plan

Motion - Voucher Approval - Cmrs.
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $685,816.87 and Payroll in the amount of $1,313,605.65 warrant numbers 50018 through 50215 . (attached)

Update – Public Works
Jerry Verstegen, Tom Hinger, Del Shove, Frank Sautell

Jerry reported that Public Works was not awarded the Public Works Trust Fund Loan for the new shop. The cost is estimated at 1.9 million dollars. There was some discussion about the need to hook up to Okanogan City water. Del explained that the sale of bonds could occur in mid January at approximately a 4.3% rate and could include the cost for the Brewster shop. The bonds could be structured where some bonds could be paid off at different times. Commissioner Peterson explained that it has been discussed to put an administration building out by the ER&R Shop and would like to decide on this before bonding. Shop 1 & 2 and Administration Building, HVAC, Del suggested using the extra .08 dollars for the HVAC. Commissioner Lampe asked Del to look at how much money is available from the .08 monies.

Resolution 131-2005 – December Draw Pay – Human Resources
Commissioner Lampe moved to approve Resolution 131-2005, granting a one time increase in draw pay not to exceed $800 for salaried employees. Motion was seconded and carried. (attached)

Tonasket EMS

Commissioner Lampe moved to adjourn as BOCC and convene as the Tonasket EMS District. Motion was seconded and carried.

Resolution 1-2005 – 2006 Levy – Tonasket EMS District
Commissioner Lampe moved to adopt Resolution 1-2005 approving a 1% increase in Levy rate for the 2006 year. Motion was seconded and carried.

Motion - Consent Agenda – Commissioners
Commissioner Lampe moved to approve the consent agenda items 1-4. Motion was seconded and carried. (attached)
