OKANOGAN COUNTY BOARD OF COMMISSIONERS
February 28, 2005
The Okanogan County Board of Commissioners met in regular session on February 28, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.
Discussion – Federal Appropriations Eastlake Road –
Public Works
Rob McGaughey asked that the Commissioners provide a letter to Cathy McMorris
regarding an appropriations request for the Eastlake Road and Utility Project.
Kinross will try to contribute the gravel for the road in an approximate amount
of $450,000. The request is asking for 2.86 million over a 3 year period. Ferry
County will take the lead on the project. (attached)
Discussion – 911 Dispatch Center Remodel - Corrections

Scott Miller reported that mold has been detected in the current 911 dispatch area. The 50% drawings have been reviewed. An air study was completed as dispatchers were reporting problems with noise and dust. A meeting was held with the building inspector to determine if the area can be used. The status is that everything has been put on hold until the Commissioners can make a decision. Four areas were tested and the outside air was at 93 ppm while the dispatch room contained a reading of 414 ppm. The storage area was 240 ppm and the conference room was 2739 ppm and there was also an active area of growing fungal spores. Michael Beaman spoke with a HAZMAT person about standards. Currently there are no real standards, although if the reading is higher than the outside air it can be potentially problematic with those persons who are allergic and has to be treated just like asbestos.
Scott presented a recommendation to move dispatch upstairs and remodel the downstairs for the Emergency Services Center.
The Commissioners expressed concern regarding where the additional $250,000 would come from to move dispatch upstairs and remodeling downstairs into an Emergency Operations Center. The Commissioners agreed that dispatch should be moved out from the basement. It will cost about $15,000 to provide the temporary trailer for dispatch. The upstairs is still on tract for the $467,000 with an additional $10 to $15 thousand for the dispatch trailer. Scott Miller will release a call for bids on the dispatch radio equipment as soon as possible. Dispatch will move into the trailer in approximately 2 weeks when the equipment is installed. Commissioner Lampe moved to continue the hearing until 2:15 PM. Motion was
seconded and carried.
Discussion – Subbasin Plan – North West Power Planning
Council
Tony Grover, Tom Karier of North West Power Planning Council and Joe Peone
representing the Colville Tribe discussed the Supbasin Plan priorities with the
Board. The Commissioners expressed concern about the plan and thanked the NWPPC
for the 30-day extension.
Resolution 25-2005 – Supplemental Appropriation –
Current Expense
Commissioner Hover moved to approve Resolution 25-2005, supplemental
appropriation in the amount of $63,000. Motion was seconded and carried.

Agreement – Possession and Use - Commissioners
Commissioner Lampe moved to approve possession and use agreement with Brian
Powers. Motion was seconded and carried. (attached)

Victor Power. Motion was seconded and carried. (attached)
Motion – Dispatch Center Remodel - Facilities
After an onsite inspection by the Commissioners, Commissioner Hover moved to
abandon Phase III of the Jail Project and move the Dispatch Center upstairs,
abate the mold, do demolition downstairs and authorize the use of a portable
command center for Dispatch Center until the Dispatch center is completed.
