OKANOGAN COUNTY BOARD OF COMMISSIONERS

June 14, 2005

The Okanogan County Board of Commissioners met in regular session on June 14, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Discussion – Salmon Recovery & Watershed Planning – Water Resources
Jullie Pyper reported on the public hearing for the Methow Valley Watershed Plan that was held June 13, 2005. She discussed the status of various budgets and projects in her office. She also turned in her resignation and stated that she will be taking another position.

Discussion – Architect Services – Public Works
Dan Powers explained that an RFQ needs to be done for architectural services. Rob McGaughey stated that they have a roster of for engineering services and that a separate RFQ isn’t necessary. No money has been obligated toward the services of Pacific Design Group that Rob has contacted to design a new shop along Highway 97. Heidi will review the issue to determine if it is acceptable to hire an architect off a roster as opposed to calling for qualifications on specific projects. After reviewing the statues Heidi was of the opinion that a roster for engineering services is acceptable.

Executive Session – Litigation – Commissioners
Commissioner Hover made a motion to go into executive session at 11:00 AM for 30 minutes for litigation. Motion was seconded and carried.

Open Session resumed at 11:30 AM

Report – Meeting - County Finance Committee
Del Shove provided a written report on the Finance Committee meeting. John Andrist asked Del about the difference between bonded and non-bonded funds. Del explained that 20 years worth of revenue was bonded.

Motion – Consent Agenda - Commissioners
Commissioner Lampe moved to approve the consent agenda items 1 through 8. Motion was seconded and carried.

Contract – County Legal Printing - Commissioners
Commissioner Lampe moved to approve the county legal printing with the Prairie Media /Gazette Tribune. Motion was seconded and carried. (attached)
