OKANOGAN COUNTY BOARD OF COMMISSIONERS

May 16, 2005

The Okanogan County Board of Commissioners met in regular session on May 16, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Public Hearing (cont) Outdoor Burning Ordinance – Commissioners
Commissioner Peterson opened the continued hearing for the proposed Outdoor Burning Ordinance. Heidi Appel explained that the purpose of the ordinance is to provide for penalties for violating a burn ban when instituted by the Board of Commissioners. In addition, the ordinance would establish an advisory board.

Ordinance 2005-2 – Outdoor Burning – Commissioners
Commissioner Hover moved to adopt Ordinance 2005-2, regulating outdoor burning during a declared Burning Ban. Motion was seconded and carried. (attached)

Discussion – Entrance Conference – Washington State Auditor
Scott Renick, Brandi Pritchard were present. Scott explained who the staff will be and the process that will take place for the 2004 audit. (attachment)

Discussion – Horse Arena - Commissioners
George Zittel expressed his concern about the progress of the proposed Horse Arena at the Fairgrounds. The Commissioners explained that they would like more information before moving forward with any funding.

  • Contact the Berg Brothers Trust Fund Board to see if they would be willing to hire a grant writer
  • Operations and Maintenance costs
  • Disposal of Manure
  • Mr. Zittel stated that he will start a membership campaign to get pledges for funding. Commissioner Hover explained the need for a business plan that describes all potential costs and how funding would be provided from year to year. It was suggested that they contact Janet Nelson about the Berg Brothers Trust Fund.

    Bid Opening – County Legal Printing
    Commissioner Peterson noted that the time had arrived for the bid opening and no further bids would be received. Three bids were received as follows:

    Wenatchee World
    $14.78 per column inch for Monday – Friday edition

    $15.52 per column inch for weekend edition

    plus 5% for items not sent in electronic format

    Prarie Media (Gazette)
    $4.50 per column inch

    Chronicle $7.00 per column inch per specs in electronic format

    $7.50 per inch if the chronicle sets the type.

    $6.00 per column inch according to adjusted type.

    +$1.50 bottom line shopper

    Executive Session – Personnel – Human Resources
    Commissioner Hover moved to go into executive session for 45 minutes to discuss personnel at 2:30 PM. Motion was seconded and carried.

    Open Session resumed at 3:15 PM

    Motion – Administrative Coordinator – Human Resources
    Commissioner Lampe moved to direct Dan Powers to offer the Administrative Coordinator Position to Nanattee Klunkli and prepare an employee contract with her. Motion was seconded and carried.
