OKANOGAN COUNTY BOARD OF COMMISSIONERS

May 24, 2005

The Okanogan County Board of Commissioners met in regular session on May 23, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

PH – Cattleguard Franchise / Methow Valley Ranger District – Public Works
Commissioner Peterson opened the hearing to public comment. No citizens were present.

Commissioner Hover moved to approve the Cattleguard Franchise 01-05 for Methow Valley Ranger District. Motion was seconded and carried. (attached)

Update – Public Works
Jerry Verstegen, Rob Mcgaughey, Leland Sieson, Dick Austin

Rob presented a Responsive Management Systems, Leader Focused Reteaming training. The estimated cost of $13,950 would come out of the Public Works budget. Commissioner Hover asked them to get more information. The Robinson Canyon Road project was discussed. Leland Moore expressed his concern as a citizen that the project could reduce visibility at the top of the hill at Miller Road.

Executive Session – Personnel - Public Works
Commissioner Lampe moved to go into executive session for 15 minutes at 10:30 AM to discuss personnel issues. Motion was seconded and carried.

Open session resumed at 10:45 AM

Update - Juvenile
Bruce Moran, Dawna Nicholas, Peggy Sullivan

Dawna explained the need for seasonal employees. She suggested that there be an intern position created at a range 10. This range will also be based on experience. Bruce Moran noted that there is a need for additional cameras for security. Dawna stated that one of the ovens and the dishwasher are out of order and needs repair or replacement. Bruce will call Don Kruse for an estimate and let the Commissioners know.

Commissioner Lampe moved to go into executive session for 15 minutes at 11:30 AM to discuss personnel issues. Motion was seconded and carried.

Motion - Consent Agenda - Commissioners
Commissioner Lampe moved to approve the consent agenda items 1-4. Motion was seconded and carried. (attached)

  2. Resolution 47-2005 Clarify Employment Status – Leland Moore
  3. Contract Employment Contract – Administrative Coordinator
  4. Agreement Infrastructure – Pateros

Bid Award – 2005 Robinson Canyon Road – Public Works
Commissioner Lampe moved to award the bid for the 2005 Robinson Canyon Road Project to Selland Construction, Inc. in the amount of 1, 465,470.25. Motion was seconded and carried. (attachment)

TEMSD – Tonasket EMS District
Commissioner Lampe moved to recess as the Board of Commissioners and convene as the Tonasket EMS District Board of Directors. Motion was seconded and carried.

Voucher Approval – Emergency Management Service – Tonasket EMS District

Commissioner Hover moved to approve the voucher for $ 4,319.93 for Emergency Management Services. Motion was seconded and carried. (attached)

Commissioner Hover moved to adjourn as the Tonasket EMS Board of Directors. Motion was seconded and carried.

Motion - Voucher Approval - Cmrs.

Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $693,713.47. (attached)
