OKANOGAN COUNTY BOARD OF COMMISSIONERS

November 21, 2005

The Okanogan County Board of Commissioners met in regular session on November 21, 2005, with Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present. Commissioner Peterson out on personal business.

Discussion – Equipment Purchase – Clerk
The Commissioners discussed the purchase of computers for the Clerk’s office with Jackie Bradley over the telephone. Jackie stated that she has already requested reimbursement from the state and that the recent supplemental of $6,000 earmarked from equipment included the $1900 county share of the computers. Judy Erbele in an email to the Commissioners expressed concern that the Clerk’s budget will need another supplemental. Although Jackie stated that she discussed the purchase with the Commissioners during her budget meeting, the Board did not remember giving approval and no record of approval exists.

Discussion – Various Issues - Planning
Greg Wilder explained that Legends Resorts wants to pay for the water and sewer systems and collect late comer’s fees. He explained Legends proposal for financing the project. Commissioner Hover asked for assurances that Legends could not refuse a connection or charge exorbitant rates. Greg explained that rules for late comers are set out in statue and would have to be followed.

Resolution 125-2005 - Public Hearing Dual Use Roads – Public Works
Verlene Hughes

Commissioner Hover opened the hearing on the proposed Dual Use Roads and called for public comment. Verlene explained the requirements and regulations on dual use roads. There have been no changes since last year and no additional roads were requested.

Betty Wagner, of Pateros, stated she is very much in favor of establishing dual use roads for snowmobile use. The Snowmobile Club tries to self regulate. The dual use roads are mainly used as local access to the snow parks eliminating the need to load their machines onto trailers. Bill Forde supports the resolution. John Brooks stated he would like to see the dual use roads program continue.

Commissioner Hover closed public comment. Commissioner Lampe moved to approve Resolution 125-2005, approving dual use roads as listed in attachment A. Motion was seconded and carried. (attached)

Resolution 121-2005 - Public Hearing Noxious Weed Assessment – Noxious Weed
Commissioner Hover opened the hearing and noted that no comments were given. Commissioner Lampe moved to approve Resolution 121-2005, Noxious Weed Assessment for 2006. Motion was seconded and carried. (attached)

Resolution 122-2005 –Supplemental Appropriation – Treasurer
Commissioner Hover opened the hearing and noted that no public were present to comment. Del Shove and Leah McCormick explained that a couple years ago there was an excess in the Treasurer’s O&M fund so the cost of a clerical position was moved to that fund. At present the fund is low and so they need to move the clerk back to the Current Expense Fund.

Commissioner Lampe moved to approve Resolution 122-2005 supplemental appropriation to the Treasurer’s O&M Fund in the amount of $20,000. Motion was seconded and carried. (attached)

Discussion – Registered Warrants - Treasurer
Del also reported that the Brewster Hospital District is in the black on registered warrants. Tonasket Hospital District presently has about 1.4 million in registered warrants, but Del believes they are on road to recovery.

Resolution 123-2005 – Supplemental Appropriation - District Court
Commissioner Hover opened the hearing and noted that no public were present to comment. Commissioner Lampe moved to approve Resolution 123-2005, supplemental appropriation to the Current Expense District Court Budget in the amount of $18,200. Motion was seconded and carried. (attached)

Motion – Equipment Purchase – Superior Court Clerk
Commissioner Lampe moved to approve the purchase of Computer upgrades for the Superior Court Clerk to be reimbursed from the Office of the Administrator for the Courts. Motion was seconded and carried.

Discussion – Funding – Conservation District
Craig Nelson and Conservation District Board members requested $50,000 in dollars and / or other assistance for 2006. Commissioner Hover asked if they could provide a list of some ways the county could provide assistance.

Discussion – Smoking Policy – Health District
Paul Waterstrat and Nanette Kallunki discussed the new legislation to prohibit people from smoking in public places including outside entry ways. It was noted that prisoners are restricted to 10 feet and thereby could not smoke at a distance of 25 feet. Paul noted that there is a provision for variances. The Health District has 467 businesses that hold food permits. The state is putting out a tool kit for knowing how to enforce and mediate the statue. Nan will email all the departments advising them that there will be no smoking within 25 feet of the public buildings.

Motion - Voucher Approval - Commissioners
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list, and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $2,492,022.44 warrant #s 49630 through 49915 (attached)

Motion - Tonasket EMS
Commissioner Lampe moved to adjourn as the Board of Okanogan County Commissioners and convene as the Tonasket EMS District.

Commissioner Hover moved to approve vouchers in the amount $6,291.11. Motion was seconded and carried.

Commissioner Hover moved to adjourn as the Tonasket EMS District and reconvene as the Okanogan County Board of Commissioners. Motion was seconded and carried.
