OKANOGAN COUNTY BOARD OF COMMISSIONERS

November 7, 2005

The Okanogan County Board of Commissioners met in regular session on November 7, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner and Brenda Crowell, Clerk of the Board present.

Resolution 107-2005 - Supplemental Appropriation – Veteran’s Fund
Commissioner Peterson opened the hearing and noted that no public were present. Commissioner Lampe moved to approve Resolution 107-2005, supplemental appropriation to the Veteran’s Fund in the amount of $4000. Motion was seconded and carried. (attached)

Resolution 108-2005 – Supplemental Appropriation – BECCA
Bruce Moran and Sandy Ervin

Commissioner Peterson opened the hearing and noted that no public were present for comment. Commissioner Lampe moved to approve Resolution 108-2005, supplemental appropriation to the BECCA Fund in the amount of $2,500. Motion was seconded and carried. (attached) The supplemental to the Juvenile Budget will be re-advertised.

Resolution 110-2005 – Public Hearing / Supplemental Appropriation - Assessor

Commissioner Peterson opened the hearing and noted that no public were present for comment. Commissioner Lampe moved to approve Resolution 110-2005, supplemental appropriation to Current Expense/Assessor in the amount of $4,510. Motion was seconded and carried. (attached)

Resolution 111-2005 – Supplemental Appropriation - Maintenance
Commissioner Peterson opened the hearing and noted that no public were present. Commissioner Lampe moved to approve Resolution 111-2005, supplemental appropriation to Current Expense Fund / Maintenance in the amount of $60,000. Motion was seconded and carried. (attached)

Executive Session – Litigation - Commissioners
Commissioner Lampe moved to go into executive session for 5 minutes for litigation at 1:40 PM. Motion was seconded and carried.

Open Session resumed at 1:45 PM.

Discussion – Experience Report – Benefax
Ward Sandberg, Monica and Eric Sandberg, Nan Kallunki, Judy Erbele, Ann Rogers, Heidi Appel

Ward Sandberg presented the renewal rates for 2006 at 7.32%. He reported that the county is currently not experiencing large claims. He recommended that the Premera with benefit modifications be the plan the county renew

Meeting - Finance – County Finance Committee
The Commissioners attended a meeting of the Finance Committee.

Discussion – Trial Court Improvement Account – District Court
Renee Townsley explained the need to establish a Trial Court Improvement Account. She recommended that it be a separate account and asked that the fund be named 195. Commissioner Peterson asked the Clerk of the Board to draft a resolution. The funds will be shared between the District and Superior Courts.

Resolution 115-2005 – Increase - Auditor
Commissioner Lampe moved to approve Resolution115-2005, providing for a 5% increase for Judy Erbele to assume additional duties in the absence of the Auditor. Motion was seconded and carried. (attached)

Resolution 116-2005 – New Positions - Jail
Commissioner Lampe moved to approve Resolution 116-2005, establishing new positions in the Corrections Center. Motion was seconded and carried. (attached)
