OKANOGAN COUNTY BOARD OF COMMISSIONERS

November 8, 2005

The Okanogan County Board of Commissioners met in regular session on November 8, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, and Brenda Crowell, Clerk of the Board present.

Discussion – Salmon Recovery – Planning
Nick Christoph

The commissioners recommended that Nick comment on draft plans for Natural Resources issues.

Update – Public Works
Rob McGaughey, Verlene Hughes, Frank Sautell, Bill Tugaw

Rob briefed the Board on the status of the Omak Creek Bridget project. Regarding the piece of property given to the Town of Tonasket, Verlene stated that the town should contact DOT. Verlene will call those involved with placing the veteran’s memorial. The Public Works 2006 budget was reviewed. The Commissioners explained that they will be requiring a county wide inventory process in the near future. The inventory would include number of desks and chairs and small tools and equipment as well as attractive items.

Commissioner Peterson reported on complaints received on the Cape LaBelle Road. Residents are asking that some Forest Service Roads be transferred to the county to provide road maintenance. Jerry Verstegen stated that the Forest Service Road has always been a better road.

Resolution 112-2005 – Supplemental Appropriation – Emergency Services
Commissioner Peterson opened the hearing and noted that no public were present.

Scott Miller explained that the supplemental is needed primarily due to Current Expense not funding the 2004 amount. Commissioner Lampe moved to approve Resolution 112-2005, supplemental appropriation to Emergency Services Fund 121 in the amount of $39,627.00. Motion was seconded and carried. (attached)

Resolution 113-2005 – Supplemental Appropriation – State Examiners
Commissioner Peterson opened the hearing and noted that no public were present for comment. Commissioner Lampe moved to approve Resolution 113-2005, supplemental appropriation for the State Examiner in the amount of $1500. Motion was seconded and carried. (attached)

Motion – Consent Agenda – Commissioners
Commissioner Lampe moved to approve the consent agenda items 1- with the exception of item #5 for further discussion. Motion was seconded and carried. (attached)

Motion - Voucher Approval - Cmrs.
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list, and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $1,126,804.34 and payroll in the amount of 1,314,595.67 (attached)

Bid Opening – Mass Casualty Trailer – Emergency Services
One bid was received from Ferno of Wilmington, Ohio in the amount of $31,202.26 per 12 foot trailer with accessories. Tax will be additional. Scott Miller will review the bids and bring a recommendation back to the Commissioners for approval.

TEMSD - Tonasket EMS District

Commissioner Lampe moved to recess as the Board of Commissioners and convene as the Tonasket EMS District Board of Directors. Motion was seconded and carried.

Voucher Approval – Emergency Management Service – Tonasket EMS District
Commissioner Lampe moved to approve the voucher for $3,977.40 for Payroll of the EMS district.

Commissioner Peterson called for any other business. There was no other business.

Commissioner Lampe moved to adjourn as the Tonasket EMS Board of Directors. Motion was seconded and carried.

Open Session resumed
