OKANOGAN COUNTY BOARD OF COMMISSIONERS

October 11, 2005

The Okanogan County Board of Commissioners met in regular session on October 11, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Discussion – Methow Basin Planning Unit – Planning/Resources
Nick Christoph presented a letter from Ron Perrow asking to the county to initiate the formation and structure of the Methow Watershed Council (MWC). The request would need to be to the legislature by November 10, 2005 to be considered next session. (attached)

Discussion – Public Works Shop Financing – Public Works
Rob McGaughey, Jerry Verstegen, Del Shove

Del explained possible financing options to construct a Public Works Shop including public bond for 1.5 million. He noted that this would not put the county over the debt limit since the Legends Resort Public Works Trust Fund Loan is a utility loan and does not figure into the county’s debt limits. He explained it makes more sense to borrow the funds rather than self fund the project out of the Public Works funds. Del will contact Jim Nelson, Bond Agent to discuss the possibility of bonding 1-2 million dollars.

Discussion – Road Maintenance Plan – Public Works
Rob presented the road maintenance plan and budget for the Commissioners’ review.

Discussion – Infrastructure Fund – Economic Alliance
Terry Knapton, Carolyn Davis, Nan Kallunki, Roni Holder-Diefenback, Erin Mundinger

Carolyn and Nan reviewed the infrastructure projects and the only difference found between Del’s spreadsheet and theirs was that Brewster’s Main Street Utility Improvement project for $27,508 was taken out of the emerging opportunities fund on Dels figures and it should have been placed in the cities account. Also, the return of .08 funds to the county from 2001 and 2002 for $67,198 was counted by Economic Alliance as available from the cities account and it was not allocated in Del’s spread sheet. The direction from the Commissioners was that Nan and Carolyn will get together sometime this week and compare the two different spreadsheets to determine the differences to report back to the commissioners.

Discussion – Labor Market Statistics – Employment Security
Don Meseck, of Employment Security, presented a labor market and economic analysis report.

TEMSD - Tonasket EMS District

Commissioner Hover moved to recess as the Board of Commissioners and convene as the Tonasket EMS District Board of Directors. Motion was seconded and carried.

Voucher Approval – Emergency Management Service – Tonasket EMS District
Commissioner Hover moved to approve the voucher for $3,609.68 for Professional Services of the EMS district.

Commissioner Peterson called for any other business. There was no other business.

Commissioner Lampe moved to adjourn as the Tonasket EMS Board of Directors. Motion was seconded and carried.

Open Session resumed

A19-1A – CDBG Fund Request – Community Action
Commissioner Hover moved to approve fund reimbursments for the Public Services, Planning Only and Housing Rehabilitation Grants and authorize the chair to sign. Motion was seconded and carried. (attached)

Motion – Liquor License – Loup Loup Ski Event
Commissioner Lampe moved to approve a liquor license for the Loup Loup Ski event being held at the Agriplex on October 22, 2005 Motion was seconded and carried.

Request – Expenditure for Plotter – Assessor
Scott Furman explained that the Assessor’s plotter is broken and it would be 1500 to repair. A new one would be approximately $4500 which includes ink.

Commissioner Lampe moved to instruct the Assessor to pursue the procurement of an Epson Plotter not to exceed $4800 (including tax, paper and ink) plus shipping and handling. Motion was seconded and carried.

Motion – Consent Agenda – Commissioners
Commissioner Lampe moved to approve the consent agenda items 1 – 6. Motion was seconded and carried.
