OKANOGAN COUNTY BOARD OF COMMISSIONERS

October 3, 2005

The Okanogan County Board of Commissioners met in regular session on October 3, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Discussion – National Flood Assistance Program – Planning
Greg Wilder explained the need to update the county’s Flood Ordinance as the result of a review of the county’s permitting process. He explained that the county was notified in 2000 regarding the need to update the ordinance. Particular permits were reviewed and the mapping department provided the mapping data to the reviewer. The DOE representative, Chuck Steel, was very impressed with the county’s ability to provide the needed mapping data. There are a few changes in the necessary paperwork that will be completed. The field audit showed that the county was 100% compliant.

Discussion – Letter of Agreement - Planning
Greg Wilder provided a Letter of Agreement for an Archeological review/inventory and construction monitoring. The cost will be paid out of the PWTFL.

Discussion – Shoreline Master Program – Planning
Greg provided a scope of work for the Okanogan County Regional Shoreline Master Program Grant. He stated that there is coordination with other local jurisdictions. The county has already been awarded grant funds to prepare this plan.

Resolution 101-2005 – Lifting Burn Ban – Commissioners
Commissioner Lampe moved to approve Resolution 101-2005 – Lifting the burn ban. Motion was seconded and carried. (attached)

Discussion – Purchase Request – Jail
Noah Stewart explained that the jail mixer is broken and requested permission to purchase a new mixer. A mixer would cost approximately $3100. Commissioner Hover moved to approve the request for a new mixer up to $3100 plus tax but urged Noah to look into the Snohomish used mixer. Motion was seconded and carried.

Discussion – Preliminary Budget – Various Departments
The Board met with departments to review their preliminary budgets.
