OKANOGAN COUNTY BOARD OF COMMISSIONERS
September 12, 2005
The Okanogan County Board of Commissioners met in regular session on September 12, 2005, with Chairman Mary Lou Peterson, Commissioner Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.
Discussion – Driscoll Island Bridge Pit – Don
Garrett/F&W
Mr. Garrett called to cancel his scheduled meeting to discuss the Dirscoll
Island project. Murray McCory explained that Fish and Wildlife would like a
support letter regarding the Driscoll Island Bridge.
Discussion – Expenditure Request – Assessor
Scott Furman requested authorization to exceed the $500 limit for expenditures.
He explained that he was elected as President of the Assessor’s Association and
will need to attend the Assessor’s Conference in Vancouver Washington. The cost
will exceed $1200. As President, he is expected to host a hospitality room;
however, the association will pay the difference (approximately $500) in room
costs back to the county. He would also like to send two (2) appraisers to a
Terriscan Users Meeting that will also exceed the $500 limit by approximately
$200.
Motion – Expenditure Exceeding $500 - Assessor
Commissioner Lampe moved to authorize the Assessor to exceed the $500 limit for
the WACO conference. Motion was seconded and carried.
Motion – Exceeding $500 – Assessor
Commissioner Lampe moved to authorize the Assessor to exceed the $500 limit for
2 appraisers to attend a Terriscan Users Group meeting. Motion was seconded and
carried.
Discussion – Legends Resort - Planning
Greg Wilder, Kurt Danison, Chris Johnson and Leonard Bauer of CTED
Greg introduced Leonard Bauer of Community Trade & Economic Development (CTED), to the Commissioners. Greg explained that Legends Resort has sold 42 units in one day out of 49 units. He explained how property values increase because of this type development and how it displaces low to moderate-income people. This project is virtually a nightly rentals and they need to find out how it will work with local business owners. Greg explained that he would be working toward minimizing the impact on moderate to low income housing. Leonard said that CTED views many different types of housing as beneficial. Also discussed was the impact of the development on the agriculture community. Greg explained that the right to farm ordinance is recorded on the face of the plat. Commissioner Peterson stated that the county could use CTED’s help to keep the hospitals and medical facilities up and running. Greg also briefed the board on several meetings he attended regarding Legends Resort.
Ageement – Day Wireless – Emergency 911
Commissioner Hover moved to approve an agreement with Day Wireless for a
Maintenance Agreement. Motion was seconded and carried. (attached)
A contract termination letter is being sent to J & R Electronics, Inc based on the attached list of problems with service.
Discussion – Complaints - Noxious Weeds
Ramona Pftizer explained to the Commissioners that she received several
complaints regarding puncture vine and other noxious weeds on the fairgrounds.
She would like the Commissioners to see if something can be done to get the
grounds sprayed. She suggested that the Fair put pre-emergent on the weeds.
Discussion – Weir Project – Washington Department of
Fish & Wildlife
The Washington Department of Fish and Wildlife has been involved in the Weir
Project for some time. This meeting is to determine if anything needs to be
clarified regarding the Weir Project. Commissioner Hover stated that he has
spoken with Dennis Beich regarding this issue and one of the biggest problems is
that the Commissioners were not aware of this project until the Douglas County
PUD brought it to their attention and citizens calling to report that a fish
trap is being installed. Now, the biggest problem is that there will be
floodlights and compressors, etc. being put into place. It was noted that a few
years ago the F&W did not even get a permit for one of its projects. Joe Miller
stated that all the hurdles have been addressed except for the public concerns.
Executive Session – Negotiations – Commissioners
Commissioner Lampe moved to go into executive session at 3:30 PM for
negotiations. Motion was seconded and carried.
Session was extended for an additional 30 minutes.
Open Session Resumed at 5:00 PM and adjourned until September 13, 2005 at 8:00 AM.
