OKANOGAN COUNTY BOARD OF COMMISSIONERS

April 3, 2006

The Okanogan County Board of Commissioners met in regular session on April 3, 2006, with Chairman Don Hover, Commissioner Mary Lou Peterson, Commissioner Andrew Lampe, and Brenda Crowell, Clerk of the Board present.

Update – Planning
Greg Wilder and Nick Christoph and Ben Rough

Greg Wilder explained that the Legends Resort developers have decided to change the Veranda Beach Development from Condominiums to a Subdivision. This will be able to be done with only minor changes to the documentation while preserving all of the components of the proposed development plan such as private roads and a Homeowner Association. Greg stated that the Planning Department will be insisting that the Homeowners Association maintain the roads inside the development and will include this wording on the plat documents as is the Right to Farm Ordinance. The Commissioners agreed that this needs to be done. Regarding the sewer line, Legends will be required to pay $3,950 up front for each unit before the Commissioners are asked to sign for the Public Works Trust Fund Loan. (attachment)

Ben Rough presented some suggested changes for boundary line adjustments and asked the Commissioners to review the information and get back with him as to what they would like to see changed or included. A public hearing will be scheduled before the Planning Commission prior to coming to the Commissioners with their recommendation.

Discussion – Title II Projects – Forest Service
Mark Morris, John Newcomb, Jim Weed, Karen Mollander, Deputy Supervisor, Okanogan and Wenatchee National Forest

Several proposed Title II projects were presented for the Commissioners’ review and comment. (attachment)

Update – Noxious Weed
Anna Lyon explained that the Weed Board has agreed to contract with SK Environmental has agreed to only contract for travel expenses and to donate her wages in representing the Noxious Weed Board on Weeds Across Borders grant. Also, several other grants are being applied for and the contract for the weed crew is almost done.

Agreement – Access Fulton Dam Reconstruction Project
Commissioner Peterson moved to approve the access agreement with the Methow Salmon Recovery Foundation and Okanogan County for the Fulton Dam Reconstruction Project. Motion was seconded and carried. (attached)

Letter – Environmental Species Act (ESA) – Senate Committee
The Commissioners addressed a letter to the Senate Environment and Public Works Committee urging them to adopt needed modifications to the Act.
