OKANOGAN COUNTY BOARD OF COMMISSIONERS
January 23, 2006
The Okanogan County Board of Commissioners met in regular session on January 23, 2006, with Chairman, Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.
Legislative Update – Jim Potts
Jim Potts briefed the commissioners on the
status of various bills that may affect counties.
Discussion – Eden System Payroll - Auditor
Judy Erbele explained that the Chelan County
Chief Accountant will be here to assist her with the payroll module and
requested authorization for meals.
Motion – Meal Authorization - Auditor
Commissioner Peterson moved to approve
necessary meals for the Chelan County Chief Accountant while she is here
assisting our Auditor’s office. Motion was seconded and carried.
Executive Session – Personnel - Commissioners
Commissioner Lampe moved to go into executive
session for 5 minutes at 9:20 AM to discuss personnel issues. Motion was
seconded and carried.
Open Session resumed at 9:25 AM
Public Hearing – Flood Plain Ordinance
Ben Rough noted that changes have been made to
the Flood Plain Ordinance as requested by the Board. Commissioner Peterson asked
about the tie downs for RV vehicles. Ben explained that tie downs would not be
required of any existing structures. If there is an existing RV park they would
not be required to change pads to include anchors, although, should a person
request a new permit, the code would apply. Commissioner Lampe stated that the
proposed code says that if an RV was onsite for less than 100 days, licensed and
ready to be driven, no tie downs would be required.
Commissioner Hover opened the hearing to public comment.
Roy Webster stated that the flood plain keeps getting attention. He asked if there is a way that landowners can be advised when code changes are being considered other than legal notice in the newspaper. He cited similar flood plain issues being worked on by the PUD as well as the Colville Confederated Tribe. He feels the stakeholders should be advised before these things come to a public forum. It was suggested that notices be put on the county website.
Commissioner Hover closed public comment. Commissioner Peterson commended Ben Rough for revising the ordinance to clarify wording that was a concern to the Board.
Commissioner Peterson moved to adopt Ordinance 2006-1, amending the existing Flood Plain Ordinance of 97-2 for the National Flood Insurance Act of 1968 by FEMA. Motion was seconded and carried. (attached)
Resolution 12-2006 – Protection of Irrigation Rights -
Commissioners
Commissioner Peterson
moved to adopt Resolution 12-2006, Protection of Irrigation water rights. Motion
was seconded and carried. (attached)
Discussion – Courthouse Facilities – Beaman Architect
Michael Beaman and the Commissioners discussed
possibilities for improvements to the courthouse complex. Commissioner Hover
asked Michael to prepare cost estimates for various projects.
Discussion – Title 16 – Planning
Ben Rough presented ideas regarding
modification county code as it relates to the 20-acre exempt segregations. He
drafted proposed language that would prohibit the ability to do a boundary line
adjustment within 5 years after the lot is created. Ben noted that the main
concern is that under the platting process certain requirements must be met such
as adequate water supply. With a boundary line adjustment, this can be
circumvented.
Don Motes noted that this situation is exacerbated because of the DOE water right law. The Commissioners asked if Ben discussed the matter with Scott Furman. Ben noted that he sent Scott information but hasn’t met with him. Ben will schedule another meeting to include Scott.
