OKANOGAN COUNTY BOARD OF COMMISSIONERS

January 3, 2006

The Okanogan County Board of Commissioners met in regular session on January 3, 2006, with Chairman Don "Bud" Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.

Motion – Board of Commissioners Reorganization – Commissioners
Commissioner Lampe moved to nominate Commissioner Hover as Chairman of the Board of County Commissioners. Motion was seconded and carried.

Commissioner Peterson moved to nominate Andrew Lampe as Vice Chair for the 2006 term. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the County Commissioners and convene as the Methow EMS District. Commissioner Peterson moved to nominate Bud as chairman of the Methow Valley EMS District for 2006. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the Methow Valley EMS District and Convene as the Tonasket EMS District. Motion was seconded and carried.

Commissioner Hover moved to retain Commissioner Peterson as the Chairman of the Tonasket EMS District for 2006. Motion was seconded and carried.

Commissioner Hover moved to adjourn as the Tonasket EMS District and convene as the Industrial Development Corporation. Motion was seconded and carried.

Commissioner Hover moved to nominate Andrew Lampe as the Chairman of the Industrial Development District. Motion was seconded and carried.

Commissioner Peterson moved to adjourn as the Industrial Development Corporation. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the Board of County Commissioners and convene as the Tonasket EMS District. Motion was seconded and carried.

Commissioner Peterson explained that Steve Mattson has agreed to provide accounting services for the Tonasket EMS District at $60 per hour and will go reconcile the districts accounts from the beginning of the district.

Commissioner Hover moved to retain the services of Steve Mattson as the account/bookkeeper/billing agent for the Tonasket EMS District. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the Tonasket EMS District and convene as the Board of County Commissioners. Motion was seconded and carried.

Discussion – Area Four Shop – Public Works
Rob McGaughey, Jerry Verstegen, Bob Parten and Bill Tugaw

Rob presented the 2006 Road Maintenance Plan. Rob also presented some talking points for the Commissioners regarding the need for a new area four shop (attached).

Commissioner Peterson asked what the cost savings would be as a result of the suggested location based on travel and power, etc. Rob will add this operational justification to the talking points list.

Discussion – Eastlake Service Area – Planning
Greg Wilder presented information defining the County’s position on financing and construction of public infrastructure to service the Eastlake Service Area.

Resolution 4-2006 –County’s Position for Eastlake Service Area - Planning
Commissioner Lampe moved to adopt Resolution 4-2006, defining the County’s position on financing and construction of public infrastructure to service the Eastlake Service Area. Motion was seconded and carried. (attached)

Motion - Consent Agenda – Commissioners
Commissioner Lampe moved to approve the consent agenda items 1 through 9 with the exception of items #6 and #9 pending further information.

Resolution 5-2006 – Attorney Services Bond Counsel - Commissioners
Commissioner Peterson moved to approve Resolution 5-2006, employing Attorney’s to perform Bond Counsel services in connection with the authorization, issuance and sale of General Obligation Refunding Bonds with Foster Pepper PLLC. Motion was seconded and carried. (attached)

Discussion – Performance Reviews for Executive Session – Human Resources
It was noted that some performance reviews were not completed yet and the executive session was canceled for this afternoon.
