OKANOGAN COUNTY BOARD OF COMMISSIONERS

July 17, 2006

The Okanogan County Board of Commissioners met in regular session on April 4, 2006, with Chairman Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.

Update – Planning
Greg Wilder briefed the board on the status of the Oroville sewer project specifications. The Commissioners stressed that all Public Health sewer/water connection/inspection fees be the same for all systems. There was continued discussion on obtaining the Rail Road property for the proposed trail system.

Commissioner Peterson asked Greg to review the situation with the complaints regarding the motocross track that is being used without the proper process. The commissioners noted that use by friends and family doesn’t include everyone who rides a motorcycle. The property owner has advertised it on the internet which makes it appear that it is a commercial business and not a strictly "friends and family" event.

Long Plat Alteration – Llewelyn – Planning
Stacey Smith presented the staff report for the Llewelyn Long Plat.

Commissioner Peterson moved to approve the Roger Llewelyn Long Plat Alteration 2006-1, subject to the Findings of Fact, Conclusions and Conditions of Approval. Motion was seconded and carried. The Commissioners signed the Mylar.

Open Space Open - Tawlks I - Planning
Commissioner Lampe moved to approve Tawlks I Open Space Open Space 2005-3, subject to the attached Findings of Fact, Conclusions, and Conditions of Approval. Motion was seconded and carried. (attachment)

Open Space Open - Tawlks II - Planning
Commissioner Lampe moved to approve Tawlks II Open Space Open Space 2005-4, subject to the attached Findings of Fact, Conclusions, and Conditions of Approval. Motion was seconded and carried. (attachment)

Public Hearing – Closeout of CDBG Grant –Tonasket Fire Hall
Commissioner Hover opened the hearing and noted that no public were present for comment. Barbara Engstrom explained that this hearing is part of the public process for the grant to inform the public on the use of the funds. Currently there is some dispute with the contractor and the project isn’t completed as yet. The Fire District will be imposing liquidated damages. There is still close to $40,000 in retainage that is being held. Commissioners suggested that she discuss the matter with Heidi Smith, Civil Deputy Prosecutor.

Discussion -Food Sense Nutrition Program and 4-H position - Margaret Viebrock Margaret Viebrock reported that the county has a new Extension Agent.

Commissioner Lampe moved to approve the 3rd quarter match for the Nutrition Program. Motion was seconded and carried.

The 4-H Coordinator is also leaving to pursue a master’s degree. The Master Gardner’s program is going well and hopefully when next budget year rolls around funds can be found to continue the program. Also may need additional funds for the temporary help resource.
