OKANOGAN COUNTY BOARD OF COMMISSIONERS

July 18, 2006

The Okanogan County Board of Commissioners met in regular session on July 18, 2006, with Chairman Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.

Update Public works
Verlene Hughes presented a proposal to vacate a portion of Gavin Road. She will move forward with the public process for the vacation.

Bob Breshears explained that there is a need to amend Ordinance 97-03, relating to Temporary Work Zone Speed Limits. A public hearing will be scheduled.

Commissioner Peterson explained that Wayne Carpenter wanted some rocks removed from his property saying that the rock is from road work that was done. Frank Sautell said that the rock is a result of road work that was done in the 50’s and that public works has already removed all the rock that can be removed. The remainder would have to be blasted out, due to the bedrock underground and this is not the responsibility of Public Works. Frank said he has discussed this issue with the Carpenters several times and explained the situation to them.

Executive Session – Personnel - Commissioners
Commissioner Peterson moved to go into executive session for personnel at 10:15 AM for 15 minutes. Motion was seconded and carried.

Open Session resumed at 10:30 AM

Resolution 84-2006 – declaration of Fire Hazardous Conditions - Commissioners
Commissioner Peterson moved to approve Resolution 84-2006, declaration of hazardous fire conditions resulting in a burn ban. Motion was seconded and carried. (attached)

Motion – Consent Agenda - Commissioner
Commissioner Lampe moved to approve the consent agenda items 1 through 3. Motion was seconded and carried.

1. Approve Commissioners’ Proceedings July 10th and 11th, 2006
2. Approve – A19-1A Request for Reimbursement – Community Action
3. Appointment – Bonnie Colpitts – TV District #3

Support Letter – Senior Bus – Okanogan Senior Transportation
Commissioner Peterson moved to send a letter of support and commitment of $18,000 for a new bus for the Okanogan County Senior Transportation. Motion was seconded and carried. (attached)

Resolution 73-2006 – Continued Salary Supplement – Planning
Commissioner Peterson moved to approve Resolution 73-2006, continuation of supplemental salary for the Planning Director. Motion was seconded and carried. (attached)

A19-1A – CDBG Reimbursement Request – Tonasket Fire Hall
Commissioner Lampe moved to approve and authorize the chairman to sign A19-1A CDBG reimbursement for the Tonasket Fire Hall. Motion was seconded and carried. (attached)

Appointment – Phil Heitman – Mazama Advisory Committee
Commissioner Lampe moved to appoint Phil Heitman to the Mazama Advisory Committee. Motion was seconded and carried.

Motion - Voucher Approval - Cmrs.
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list, and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $602,149.91 warrant numbers 56561 through 56864.

Bid Opening – Phase 2B Central Landfill – Public Works
Commissioner Lampe closed the time to receive bids at 1:30 PM.

Rains construction, Inc, Mallot WA $638,874.14

Glacier Environmental Services $547,577.75

IMCO General Construction $809,686.08

Glacier Construction Services $621, 569.48

Bids will be reviewed and a recommendation will be brought back for award.

Discussion – Comprehensive Plan – Planning
Sara Krety, Darlene Hajny, Pete Simmons, Greg Wilder, Sandy Cox and John Umberger

Greg Wilder explained that the comprehensive plan has not been updated since 1964

He noted that extensive public input has been solicited to provide information for the draft plan. Several sub area plans are in the process of being developed. Sources of funding including grants have been obtained. Pete stated that it appears that the development of the comprehensive plan is geared toward being designed as GMA compliant. Greg explained that although some sections of the plan such as the economic section will meet GMA criteria there will be none of the strings attached. Those present expressed their desire that private property rights are protected.
