OKANOGAN COUNTY BOARD OF COMMISSIONERS

June 6, 2006

The Okanogan County Board of Commissioners met in regular session on January 9, 2005, with Chairman Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Lanie Johns for Brenda Crowell, Clerk of the Board present.

Update Public Works
Bob Breshears, Frank Sautell, Nan Kallunki, and Commissioners Lampe, Hover and Peterson were present.

Bob Breshears and Frank Sautell looked at the Armory facility and gave the commissioners an overview of the possibility of using it for a county shop. Frank is concerned about the thickness of the floor and there are no floor drains. The west wall will need to be enlarged, but it is a bearing wall and the pillars are not wide enough for a large truck to pass through. This may pose an expensive problem. The wall near the shooting range may need to be pushed out as well to accommodate the large trucks. Commissioner Peterson said the landfill area would by an ideal place for a new shop if there is water. The land fill will need water anyway if water can be made available. Commissioner Peterson asked if there were any water studies done at the landfill and whether there is water for a well. DOE may fund a water reservoir. Frank said the reservoir needs to be deep enough so that it doesn’t freeze in the winter. Commissioner Hover asked Frank to look into that.

Commissioner Peterson expressed the need to form a committee so concerns can be voiced about the reasons the county may or may not purchase the Armory, we want the community informed. Nan will contact those who should be on the committee.

Frank Sautell attended the Solid Waste Advisory Committee meeting and it was noted that the Omak School has contaminated arsenic leaded dirt they need to replace. Frank suggested that the dirt be hauled to the landfill. The landfill will use the dirt as fill. Commissioners agreed that this is a good thing for the landfill and the landfill needed the fill from a previous requirement. Commissioner Lampe suggested that the fair grounds parking lot dirt be used at the landfill. Frank said that it is mostly rock and won’t grow anything.

Frank Sautell updated the commissioners on the condition of Sinlehekin road and it is still not opened up, but Forde Pond road is. Buttermilk bridge project is going to be pushed out till next year due to the permits taking so long.

The commissioners want Frank Sautell to look at properties the county owns to see if any are useable or worth keeping for any future plans. Commissioner Hover would like Scott Furman to give the board a history on the parcels. Frank will ask him check them out.

MVEMS - Methow Valley EMS District
Commissioner Lampe moved to recess as the Board of Commissioners and convenes as the Methow Valley EMS District Board of Directors. Motion was seconded and carried.

Voucher Approval – Emergency Management Service – Methow EMS District
Commissioner Peterson moved to approve the voucher for $30,000 for Emergency Management Services. Motion was seconded and carried. (attached)

Commissioner Peterson moved to adjourn as the Methow EMS Board of Directors. Motion was seconded and carried.

Motion - Consent Agenda - Commissioners
Commissioner Lampe moved to approve the consent agenda items 1-4. Motion was seconded and carried. (attached)

Motion - Voucher Approval - Cmrs.
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list, and made available to the Board. As of this date, the Board did by unanimous vote approve the vouchers in the amount of $1,341,820.57 warrant numbers 55297 through 55479. (attached)
