OKANOGAN COUNTY BOARD OF COMMISSIONERS
March 14, 2006
The Okanogan County Board of Commissioners met in regular session on March 14, 2006 with Chairman Don Hover, Commissioner Andrew Lampe, and Commissioner Mary Lou Peterson absent due to a trip to Olympia, and Lanie Johns for Brenda Crowell, Clerk of the Board present.
Legislative Update – Jim Potts
Jim Potts updated the
board on Legislative issues.
Update Public Works (see attached agenda)
Frank Sautell updated the commissioners on
Public Works Engineering projects.
Frank explained that trail grooming had been stopped because there were no funds to repair the groomer but there were funds for diesel fuel. Rex will have to be called. There is a lot of snow up there and drifts are very large, safety issues are a big concern. Frank says we are liable for those trails. People will not come back to recreate if the trails are not taken care of.
Frank needs approximately $15,000 for a large chipper. It will help with the levees project. The Corps of Army Engineers wants the trees cut along the levees but said to leave the tree roots. They told Frank not to cut too close to the edge of home owner’s property. Commissioner Hover asks where the money would come from for the chipper and Frank says that is from current expense road fund. The trees are being chipped by someone else right now because Public Works only has two smaller chippers and they are being used elsewhere. Frank said that a 12 inch chipper would make this project and many others go a lot faster. Commissioner Hover asks how often the chippers are used and Frank said this time of year the smaller chippers are being used to their capacity and often times there is a great need for a larger chipper. Frank said that if there comes a time that it is not being used then one of the smaller chippers would be sold. Commissioner Lampe made a motion to approve expenditure of $15,000 for a 12 inch chipper. The money will come out of the Road Fund. Motion was seconded and carried.
TEMS – Tonasket EMS District
Commissioner Lampe moved to recess as the Board
of Commissioners and convene as the Tonasket EMS District Board of Directors.
Motion was seconded and carried.
Voucher Approval – Emergency Management Service –
Tonasket EMS District
Commissioner Hover moved to approve the
vouchers and payroll in the amount of $9291.91 for Tonasket EMS District. Motion
was seconded and carried.
Commissioner Hover moved to adjourn as Tonasket EMS District and reconvene as Okanogan County Board of Commissioners. Motion was seconded and carried.

Commissioner Lampe made a motion to approve the
consent agenda items as presented, numbers 1-7.

Supplemental Appropriation-Public Works-Fund 116 Flood
Control
Commissioner Lampe moved to approve
supplemental appropriation in accordance with requirements for the United State
Army Corps of Engineers, repairs, upgrades, and levee maintenance to be
performed on the Elmway Dike and the Twisp River Dike in the amount of
$15,000.00 from Operating Transfer Out Current Expense Non Departmental
001000.015.000000.597.00 to Operating Transfer In Flood Control Fund
116000.000.000000.397.00.00.00. If necessary a resolution will be composed to be
approved next week. Motion was seconded and carried.
