OKANOGAN COUNTY BOARD OF COMMISSIONERS
May 2, 2006
The Okanogan County Board of Commissioners met in regular session on May 2, 2006, with Vice Chariman Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present. Chairman Don Hover in Washington DC on county business.
Discussion Texas Creek Road - Public Works
Frank Sautell, Bob Breshears, Bill McAdow,
Heidi Smith, Verlene Hughes
Over the years, the county has over extended the right of way toward Mr. McAdows property. Several letters have been sent to Mr. McAdow explaining that the county has prescriptive rights and by prescription it is public right-of-way. Mr. McAdow wants to sell the property so this issue needs to be resolved. At the widest point, it is 4.5 feet over onto his property. Heidi explained that the only legal way to return that property to Mr. McAdow is to go through the vacation process and that process is started by petition from Mr. McAdow or by resolution of the Board. If the vacation is done, it would pose other problems with the layout and use of the road. Bob Breshears stated that in his professional opinion that what the county has done to the road does not constitute road maintenance as defined in the statue. His recommendation is to stop shooting oil on that portion and have the state place a "stop ahead" sign to eliminate the safety issue. Bob will write a letter to Mr. McAdow and Verlene will contact the state about moving the stop sign and placing a stop ahead sign. Also define the county right of way with permanent marker stakes in the road so that next time it is chip sealed it will move more toward other side of the road.
Bid Opening Asphalt Transportation Public Works
Commissioner Lampe noted that the time for
receiving bids is closed and noted that only one bid was received from:
Northwest Tank Lines, Inc Spokane (see attached bid)
Commissioner Peterson moved to award the bid to Northwest Tank Lines, Inc for Liquid Asphalt delivery. Motion was seconded and carried. (attached)

Motion Withdrawal of CUP - Commissioners
Commissioner Peterson moved to withdraw the CUP
Application on Armory Building and direct Nanette Kallunki to inform the State
of Washington that the County will no longer pursue the purchase of the Armory.
Motion was seconded and carried.
Motion Purchase & Sale Agreement Public Works
Commissioner Peterson moved to purchase parcel
#30251600039, at 26469 Highway 97, Brewster, WA in the amount of $435,000 for
Okanogan County Public Works Area 4 Maintenance Shop and sign the purchase and
sale agreement. Motion was seconded and carried.
Public Hearing Social Economic Study Kinross Mine

Commissioner Lampe opened the hearing and noted that no public were present to provide public comment. Duane Huckell presented an overview of the study.
Commissioner Peterson moved to approve the Social Economic Impact Analysis for Kinross Gold Corporation for the Buckhorn Project. Motion was seconded and carried.
Executive Session Real Property Acquisition

Commissioner Peterson moved to go into
executive session for 30 minutes at 3:30 PM to discuss real property
acquisition. Motion was seconded and carried.
