OKANOGAN COUNTY BOARD OF COMMISSIONERS
May 8, 2006
The Okanogan County Board of Commissioners met in regular session on May 8, 2006, with Chairman Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.
Update Planning
Greg Wilder and Nick Christoph
Greg Wilder noted that the Planning Department received the final plat and infrastructure review documents for the Veranda Beach project. Commissioner Peterson asked when Public Health and Building Departments are going to be able to review the plans. Greg explained that the Health District has been involved in the Veranda Beach sewer planning for several months. The Department of Ecology has already reviewed the documents and approved them. Greg stated that the Health District will get the Plan Set as soon as it is approved by the engineer. The permit needs to be approved by the City of Oroville. The waterline to the site has been approved. The booster was let for bid by the City of Oroville. Greg provided documents from the Public Works Trust Fund that designates the loan as a utility and not a general debt. The Commissioners thanked Greg for all his hard work on this project. Commissioner Peterson asked Greg to ensure that all the county departments are kept abreast of the project.
Nick reported that the Colville Confederated Tribe is requesting a historical site review for home sites now. Greg will try to work with the Tribe as best he can to resolve any issues. Nick noted that it would amount to an additional five to seven thousand dollars to the landowner. Nick stated that this came up about a year ago and at that time the Tribe wanted the county to do the permitting. Commissioner Peterson stated that the countys legal counsel should draft a letter addressing this matter. Greg stated that the county has an archeologist on retainer.
Nick reported that it is hoped that a Fire Protection Plan is adopted by the end of the year.
Resolution 42-2006 Homeless Fund Commissioners
Commissioner Hover opened the hearing and noted
that no public were present for comment and closed public comment.
Commissioner Lampe moved to approve Resolution 42-2006, supplemental appropriation to Fund 142 in the amount of $36,198. Motion was seconded and carried.
Bid Opening County Legal Paper Commissioners
Commissioner Hover noted that two bids were received as follows:
Prarie Media $4.75 per column inch
Chronicle $6.00 per column inch electronic $6.50 per column inch If chronicle sets the type.
Commissioner Hover explained that the Commissioners and staff will review the bids and an award made next Monday at 3:30 PM. (attachments)
Agreement Omak Creek Bridge Public Works
Commissioner Peterson moved to approve the
Local Agency Agreement Supplement for Omak Creek Bridge Project in the amount of
$205,000. Motion was seconded and carried.
Bid Award Omak Creek Bridge Project Public Works
Commissioner Lampe moved to award the Omak Creek Bridge Project to HLT
Construction, Inc. Ephrata, Washington, in the amount of $571,503.18. Motion was
seconded and carried.
Update Economic Alliance
Terry Knapton provided a list of prioritized projects in the county as rated by the Economic Alliance Infrastructure Committee.
