Update – Planning
Greg Wilder presented additional changes to the draft Interlocal Agreement with the City of Oroville. He remarked that this should be the last draft of the agreements. The agreement will be brought before the Commissioners for approval tomorrow.

A hearing is scheduled on December 19th for the motor cross CUP. Several comments have been received on SEPA. Commissioner Peterson asked if the surrounding landowners would be notified. Sandy said that only if they are within 300 feet of proposed site. The Planning Department also sent notification to people who submitted complaints at the start. They can comment on the project but the SEPA checklist comments are closed. Comments have been received from DOE and Public Works. Comment period is open until the November 27th.

Commissioner Lampe moved to accept Greg Wilder’s resignation as of December 31, 2006 with appreciation. Motion was seconded and carried.

Discussion – Hotel/Motel Tax - Commissioners
Those present asked for clarification on what can be allocated from the Hotel/Motel Tax. The state used to fund the VIC’s then later said "you can fund them with your 2%". There was quite a lot of discussion regarding the legalities of funding the VIC for operating expenses. The Board determined that since the list was approved prior to learning that Operating Expenses could not be paid from the Hotel/Motel Tax that the requests submitted would be paid this year. However, the TAB Board would have to let everyone know that it cannot be done next year.

Tonasket EMS District
Commissioner Lampe moved to adjourn as the BoCC and convene as the Tonasket EMS district. Motion was seconded and carried.

Commissioner Peterson noted that no public were present to give comment.

Commissioner Lampe moved to approve the 2007 levy in the amount of $125,190. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as Tonasket EMS District and convene as the Board of County Commissioners. Motion was seconded and carried.

Public Hearing – Dual Use Roads – Public Works
Commissioner Hover opened the hearing and called for a staff report. Verlene Hughes stated that changes were only made to reflect holidays that change. She stated that there have not been any negative comments regarding the proposed dual use roads.

Betty Wagner supports the dual use of county roads and noted that the group tries to self police to ensure there are no conflicts and to explain what a privilege it is to be able to use the roads to snowmobile.

Joe Burney supports the proposed dual use roads.

Commissioner Hover closed the hearing to public comment. Commissioner Lampe moved to approve Resolution 129-2006, roads authorized for dual use snowmobiles.
