Public Hearing Cattleguard Franchise BIA

Comment. Commissioner Lampe moved to approve the cattleguard franchise 01-06 for
the BIA Franchise #01-06. Motion was seconded and carried.
Resolution 131-2006 Supplemental Appropriation -
Commissioners
Commissioner Hover opened the hearing and noted
that no public were present to comment. Commissioner Lampe moved to adopt
resolution 131-2006 supplemental appropriation in the amount of $12,000 for
Current Expense. Motion was seconded and carried.
Resolution 130-2006 Supplemental Appropriation
Superior Court
Commissioner Lampe moved to approve Resolution
130-2006, supplemental appropriation to the Superior Court budget in the amount
of 39,636. Motion was seconded and carried.
Motion - Consent Agenda
Commissioner Lampe moved to approve the consent agenda items 1-9 with the
exception of item 5 which will be determined at the public hearing. Motion was
seconded and carried.
PH Ordinance 2006-8 Rodeo Trail & FcFarland Creek
Roads Public Works
Bob Breshears presented traffic studies
regarding both roads.
Commissioner Lampe moved to adopt Ordinance 2006-8, establishing speed limits for portions of McFarland Creek Road and Rodeo Trail Road. Motion was seconded and carried.
Discussion Wells Dam Relicensing
Bill Dobbins, Manager Douglas County PUD, Dr.
Bob Clubb and Shane Pickford
Bill Dobbins explained that they would be filing the official documents (Notice of Intent) tomorrow for the re-licensing of Wells Dam. The process begins December 1, 2006. The new process integrates SEPA and NEPA into one process. The licensing would be for up to 50 years. FERC came up with 7 criteria that need to be met. Okanogan PUD has right to 8% of electricity. They encourage the Commissioners to be involved in the process in order to protect the interest of Okanogan County citizens. In the year 2018 Okanogan County PUD would have at least a 30% stake in the wells project for needed power, and they would be able to sell any excess. There are other entities who have an interest in the dam as well.
MVEMS - Tonasket EMS District
Commissioner Lampe moved to recess as the Board of Commissioners and convene as the Methow Valley EMS District Board of Directors. Motion was seconded and carried.
Voucher Approval Emergency Management
Service Methow EMS District
Commissioner Lampe moved to approve the voucher
for $ 7,240.44 for Professional Services of the EMS district.
Commissioner Hover called for any other business. There was no other business.
Commissioner Lampe moved to adjourn as the Methow EMS Board of Directors. Motion was seconded and carried.
