The new process integrates SEPA and NEPA into one process. The licensing would be for up to 50 years. FERC came up with 7 criteria that need to be met. Okanogan PUD has right to 8% of electricity. They encourage the Commissioners to be involved in the process in order to protect the interest of Okanogan County citizens. In the year 2018 Okanogan County PUD would have at least a 30% stake in the wells project for needed power, and they would be able to sell any excess.
