OKANOGAN COUNTY BOARD OF COMMISSIONERS
October 10, 2006
The Okanogan County Board of Commissioners met in regular session on October 10, 2006, with Chairman Don Hover, Commissioner Andrew Lampe, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present.
Public Hearing – Assessment – Conservation District

Craig Nelson, presented information relating to the percentage of Okanogan County population that uses the Conservation District. He noted that there will need to be some adjustments made to the assessment schedule due to the limited ability to break out the different land types. The board asked if the state lands can be included. Craig Nelson stated that according to the statue they can charge state lands. The schedule sets out a per parcel and per acre assessment. Commissioner Peterson wants to make sure that there is a concerted effort to urge the legislation to continue to provide funding for the conservation districts.
Commissioner Peterson moved to approve an assessment for the Conservation District as described on attachment "A" of, 1) $2.40 cents per parcel plus .04 cents acre for all classified lands within the District’s boundaries, 2) $3.00 per landowner for Designated Forest Lands classified under RCW 84.33 and RCW 84.34 and one-tenth of the weighted average per acre rate of all other assessed lands, 3) and an exemption for category one Senior Citizens for a period of 10 years. During the ten-year period, the Conservation District will provide to the Board of Commissioners and the Conservation District Board a yearly review report on the assessment with a full report on projects and activities every two years. A fee of 5% shall be collected for the Assessor and Treasurer’s Office for services.
