OKANOGAN COUNTY BOARD OF COMMISSIONERS
October 16, 2006
The Okanogan County Board of Commissioners met in regular session on October 16, 2006, with Chairman Don Hover, Commissioner Mary Lou Peterson and Brenda Crowell, Clerk of the Board present. Commissioner Lampe is out on personal business.
Update – Planning
Greg Wilder reviewed the proposed agreement
with the City of Oroville on the sewer system.
Public Hearing – Infectious Waste Ordinance – Health
District / Landfill
Present were: Paul Waterstrat, Sue Christopher,
Karl Sloan
Commissioner Hover opened the hearing and noted that no public were present to provide comment. Paul Waterstrat, Director of Public Health, presented the staff report explaining that the amendment is to clarify some language as well as to add penalties in section 8.62.110 for improper waste disposal. Commissioner Peterson expressed concern that the ordinance does not address repeat offenders. Paul replied that many times improper disposal is due to new staff that are unaware of the requirements. Commissioner Peterson asked about the appeal process. Karl Sloan stated that appeals would be to the Board of Health. Commissioner Peterson stated again that she does not believe that the penalties are stringent enough and that a strong penalty should be included for repeat offenders. Karl and Paul explained that they believe that an offender who has not had a violation for 10 years should not be penalized to a greater degree and recommended approval of the ordinance as presented.
Ordinance 2006-7 – Infectious Waste Disposal
Commissioner Peterson moved to adopt Ordinance
2006-7, amending the infectious waste code and adopting regulations and
penalties for the administration and enforcement. Motion was seconded and
carried.
Public Hearing – Boating Ordinance Amendment
Commissioner Hover opened the hearing and called for public comment.
Jerry Nelson representing the petitioners explained that Sidley Lake is a 100 acre lake and only 18 feet deep and has been traditionally used as a fishing lake for 52 years. An aerator has been operating on the lake for 40-50 years. The bird populations are extensive in the area to the extent that bird tours are a regular occurrence. The petitioners wanted to protect the wildlife and fishing area. The lake is also utilized for year round fishing. Everyone one he spoke with regarding this issue was in favor of adding Sidley Lake to the Speeding Restriction section of the code.
Ordinance 2006-6 – Boating Regulations Ordinance
Commissioner Peterson moved to adopt Ordinance
2006-6 establishing a speed restriction on Sidley Lake and amending the bail
schedule for certain violations of Chapter 8.52 of the Okanogan County Code.
Motion was seconded and carried.
MVEMS - Methow Valley EMS District
Commissioner Peterson moved to recess as the Board of Commissioners and
convene as the Methow Valley EMS District Board of Directors. Motion was
seconded and carried.
Voucher Approval – Emergency Management
Service – Methow EMS District
Commissioner Peterson moved to approve the
voucher for $30,000 for Professional Services of the EMS district.
Commissioner Peterson moved to adjourn as the Methow EMS Board of Directors and convene as the Tonasket EMS District. Motion was seconded and carried.

Voucher Approval – Emergency Management
Service – Tonasket EMS District
Commissioner Hover moved to approve the
vouchers in the amount of $6,913.97 for Professional Services of the EMS
district.
Commissioner Hover moved to adjourn as the Tonasket EMS Board of Directors and convene as the Okanogan County Board of Commissioners. Motion was seconded and carried.
