OKANOGAN COUNTY BOARD OF COMMISSIONERS

September 12, 2006

The Okanogan County Board of Commissioners met in regular session on September 12, 2006, with Commissioner Andrew Lampe, Commissioner Mary Lou Peterson, and Brenda Crowell, Clerk of the Board present. Chairman Don Hover is in Washington DC.

Resolution 105-2006 -Amendment to 2007 Annual Road Construction Program
Commissioner Peterson moved to approve Resolution 105-2006, amending the 2006 Annual Road Construction Program. Motion was seconded and carried.

Motion – Federal Aid Prospectus – Public Works
Commissioner Peterson moved to authorize the vice chairman to sign the Local Agency Federal Aid Project Prospectus for the Loomis-Oroville Guardrail Project. Motion was seconded and carried.

Motion – Local Agency Agreement – Public Works
Commissioner Peterson moved to approve and authorize the Vice-Chairman to sign a Local Agency Agreement for the Loomis-Oroville Guardrail Project. Motion was seconded and carried.

Discussion – Public Health Office Rental – Public Works
Paul Waterstrat, Ella Robbins, Frank Sautell, Bob Breshears

Ella explained that the Health District would like to enter into a 3-year rental agreement for office space with Public Works. Under the previous agreement the Health District was to receive janitorial services and would now like to provide their own janitorial services. Another option would be for Public Health to purchase the building. Paul Waterstrat explained that the agreement would ensure that the Health District could stay for the full 3-year period rather than being given a 30 day notice to move. Commissioner Peterson asked Ella if they have come up with a cost for the janitorial services. Commissioner Peterson suggested they contract for the janitorial services. Commissioner Lampe asked Ella to provide a cost estimate to determine a reasonable reduction in the rental agreement. In addition, the contract will be made with the Board of Commissioners rather than the Public Works Department.

Discussion – Salary Increase - Prosecutor
Karl Sloan, Pat Behrman, Nanette Kalunki

Karl Sloan presented documentation showing the average salaries for county prosecutor’s staff for the list of counties used as part of the salary survey. He requested an increase to 100% as opposed to the current 90% of average for the comparative counties. The Commissioners felt that they would like to wait until next year. Karl requested authorization to promote the person from step 3 to a step 5 for this year. The Commissioners agreed based on the assurances that the increase can be handled in their 2006 budget. Karl assured the Commissioners that this is possible.

Motion – Consent Agenda
Commissioner Peterson moved to approve the Consent Agenda items 1-5. Motion was seconded and carried.

MVEMS - Methow Valley EMS District
Commissioner Peterson moved to recess as the Board of Commissioners and convene as the Methow Valley EMS District Board of Directors. Motion was seconded and carried.

Voucher Approval – Emergency Management Service – Methow EMS District

Commissioner Peterson moved to approve the voucher for $30,000 for Emergency Management Services. Motion was seconded and carried.

Commissioner Peterson moved to adjourn as the Methow EMS Board of Directors and convene as the Tonasket EMS District Motion was seconded and carried.

TEMS – Tonasket EMS District
Voucher Approval – Emergency Management Service – Tonasket EMS District

Commissioner Lampe moved to approve the voucher for $13,353.90 for Emergency Management Services. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the Tonasket EMS Board of Directors and convene as the Okanogan County Board of Commissioners. Motion was seconded and carried.
