OKANOGAN COUNTY BOARD OF COMMISSIONERS
August 24, 2010
The Okanogan County Board of Commissioners met in regular session on August 24, 2010, with Chairman, Commissioner Andrew Lampe, Mary Lou Peterson, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.
Resolution 221-2010 – Budget Transfer – Public Works
Commissioner Peterson moved to approve
Resolution 221-2010, budget transfer #20 for Public Works in the amount of
$107,200. Motion was seconded and carried.
Resolution 222-2010 – Budget Transfer - Juvenile
Commissioner Peterson moved to approve
Resolution 222-2010, budget transfer for Juvenile in the amount of $1170. Motion
was seconded and carried.
Resolution 223-2010 – Budget Transfer - Building
Commissioner Peterson moved to approve
Resolution 223-2010, budget transfer for the Building Department in the amount
of $200.00. Motion was seconded and carried.
Resolution 224-2010 – Budget Transfer - Sheriff
Commissioner Peterson moved to approve
Resolution 224-2010, budget transfer for the Sheriff’s budget in the amount of
$80.00. Motion was seconded and carried.
Resolution 225-2010 – Budget Transfer - Corrections
Commissioner Peterson moved to approve
Resolution 225-2010, budget transfer for Corrections in the amount of $4,600.
Motion was seconded and carried.
Resolution 226-2010 – Budget Transfer – Pest Control
Commissioner Peterson moved to approve
Resolution 226-2010, budget transfer within the Pest Control budget in the
amount of $310. Motion was seconded and carried.
Motion – Consent Agenda
Commissioner Hover moved to approve the consent
agenda items 1-7 as presented. Motion was seconded and carried.
Update – Public Works
Frank Sautell and Bob Breshears
Commissioner Lampe noted that the Washington Department of Transportation Commission will be visiting Omak on the September 21st at Omak City Hall from 9:00 PM to midnight. He would like Frank and/or Bob to attend.
Frank noted that the Tribe has accepted taking over Seaton’s Grove Water System.
Bob reported on alternative funding sources for transportation related issues.
Resolution 219-2010 – Supplemental Appropriation – Fund

Commissioner Lampe opened the hearing and
called for staff report. Frank Sautell stated that the funds are partially
reimbursed and are for paving Old 97 between Malott and Brewster. Commissioner
Lampe noted that no public were present for comment.
Commissioner Peterson moved to approve Resolution 219-2010 in the amount of $663,754 for Fund 102. Motion was seconded and carried. (attached)
Resolution 220-2010 – Supplemental Appropriation – Fund

Commissioner Lampe opened the hearing and noted
that no public were present for comment.
Commissioner Peterson moved to approve Resolution 220-2010, supplemental appropriation in the amount of $23,000 to the Noxious Weed Fund. Motion was seconded and carried.
Discussion- Winthrop Rhythm & Blues Festival
William Stoleberg and Mark Segrum reported on
the attendance and finances for the 2010 Rhythm & Blues Festival. Attendance was
under 2500 persons. This is the first and longest running festival in Washington
State. Dave Hilton reported that the inspectors had some concerns regarding
potable water. William stated that 3 out of the 6 years that they have been
using OK Cascade they have come without proper certifications. There is nothing
he can do about that other than to put pressure on them and remove all of the
other equipment that was not certified. Dave Hilton suggested that the festival
officials get the information up front and if they have concerns contact the
Health District.
