OKANOGAN COUNTY BOARD OF COMMISSIONERS

August 31, 2010

The Okanogan County Board of Commissioners met in regular session on July 20, 2010, with Chairman, Andrew Lampe, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present. Commissioner Mary Lou Peterson out on personal leave.

Motion – Consent Agenda
Commissioner Hover moved to approve the consent agenda items 1-6 as presented. Motion was seconded and carried.

  2. 5-year Reimbursable Agreement – City of Tonasket
  3. Resolution 227-2010 – Budget Transfer – Superior Court
  4. Resolution 231-2010 – Budget Transfer – Equipment Reserve
  5. Resolution 232-2010 – Budget Transfer – Maintenance
  6. Resolution 233-2010 – Budget Transfer - Commissioners

Motion - Voucher Approval - Commissioners
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list and made available to the Board. As of this date, the Board did by unanimous vote to approve the vouchers in the amount of $668,239.50 and Payroll in the amount of 1,583,441.93. Warrant numbers are cited on the attached blanket voucher list. (attached)

Update – Public Works
Frank Sautell & Bob Breshears

The crews are leveling the gravel roads and are finishing up sweeping Aeneas Valley. Bob said he is putting together a meeting for the STP funds.

Public Hearing – Right-of-Way Franchise – Skyline Telecom
Bob Breshears, Verlene Hughes

Commissioner Lampe opened the hearing and called for the staff report. Verlene Hughes relayed the history of the franchise request (attached). This existing right-of-way franchise has been transferred to Skyline Telecom. No public comments were received. Commissioner Hover asked if they connect to the existing poles or their own poles. Verlene stated that it could be either and could even be underground. Commissioner Lampe opened the hearing to the public. Seeing no public Commissioner Lampe closed the hearing to comment.

Resolution 230-2010 – Right-of-Way Franchise – Skyline Telecom
Commissioner Hover moved to approve Resolution 230-2010, granting a right-of-way franchise to U05-10 Skyline Telecom. Motion was seconded and carried. (attached)
