OKANOGAN COUNTY BOARD OF COMMISSIONERS

February 2, 2010

The Okanogan County Board of Commissioners met in regular session on February 2, 2010, with Chairman, Andrew Lampe, Commissioner Mary Lou Peterson, and Brenda Crowell, Clerk of the Board present. Commissioner Don Hover is out on personal leave.

Update – Sheriff
Scott Miller reported on a hazmat incident, a fire in Brewster and the weather for January.

Commissioner Peterson mentioned that a disaster declaration should be done for the freeze between December 16, 2008 through January 15, 2009 in order for the affected citizens to be able to receive low interest loans. Also, if there is another disaster this spring it needs to be handled right a way. Scott said he would look into it and get back with us. Noah Stewart briefed the commissioners about a proposed law that has certain requirements for Juveniles that are remanded by the courts to the adult system. David Rodriquez reported on the current law enforcement activities.

Update – Public Works
Frank Sautell, Bob Breshears

Frank said the tribe showed up at the SWAC meeting and they want the county to participate in a recycle center. They will provide the building and labor. They want the county to provide the funding. The question is where is the funding going to come from. Commissioner Lampe noted that there is a private company considering a recycle center.

Bob Breshears informed the commissioners about a blind corner on Engh Road there have been two accidents at the site. It is possible to put up a guardrail on the curve. Bob recommends that a guardrail not be put up as it could cause more severe injuries.

Update – F&W
Dennis Beich reported on several proposed projects that will be submitted to the Recreation and Conservation Office.

  •  The Methow Forest Restoration Project (Phase I), cost is estimated at $540,000 that would encompass portions of the 4,000+ forested acres on the Methow, Ramsey and Rendezuous Units of the WLA.
  • The Methow Wildlife Area Shooting Range Safety Project costing $29,000 to improve the public safety attributes of the Methow WLA shooting range.
  • The Driscoll-Eyhott Islands Native Grass, Shrub and Tree Restoration Project that will restore native grasses, shrubs and trees at a cost of $100,000.
  • The Chesaw Wildlife Area Timber Stand Improvement and Restoration thinning. For an approximate cost of $350,000.
  • Sinlahekin Ecosystem Restoration (Phase 2) Fuels management and fire Regime Restoration Plan. At an estimated 1,000,000.00.
  • Dennis presented maps of areas targeted for possible purchases from the following areas.

  • Methow Watershed 2.5 million from RCO and another 1.5 million from Section 6 funding.
  • Tunk Valley 1 million from WWRP and $500,000 from Section 6 funding.
  • Okanogan-Similkameen 2.3 million RCO
  • McLaughlin Canyon 1.5 million from RCO
  • Commissioner Peterson asked where the funding is for weed control. She asked Dennis to look these projects over to ensure there are weed plans and funding to manage these lands. Dennis said he would go back and look at the Forest Restoration projects to see if that is included.

    Dennis also covered a land acquisition near Carlton approximately one half mile up Libby Creek Road from the Methow River. Dennis provided other areas that F&W is considering for purchase.

    Commissioner Peterson moved to approve the consent agenda items 1-8 as presented. Motion was seconded and carried.

    Addendum – 846G Agreement – District Court
    Commissioner Peterson moved to approve and authorize the chairman to sign an Addendum with Local 846B – District Court. Motion was seconded and carried.

    A19-1A Request #13 for CDBG Funds for Public Services
    Commissioner Peterson moved to approve request # 13 in the amount of $18,245.44 for remaining funds on request #12. Motion was seconded and carried.
