June 1, 2010
The Okanogan County Board of Commissioners met in regular session on June 1, 2010, with Chairman Andrew Lampe, Commissioner Mary Lou Peterson, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.
Executive Session – Contract Negotiations
Commissioner Peterson moved to go into
executive session for 25 minutes to discuss contract negotiations at 10:05 AM
for 25 minutes. Motion was seconded and carried.
Open Session Resumed at 10:30 AM with no action taken.

executive session for 10 minutes at 10:42 AM to discuss contract negotiations.

Update – Public Works
Frank Sautell asked the Board about placing a
regulatory sign at Davis Lake. Frank stated that Public Works hasn’t done this
before and doesn’t really have the funds. Commissioner Peterson told Frank to
contact Fish & Wildlife to see if they could pay for the sign.
Motion – Consent Agenda
Commissioner Peterson moved to approve the
consent agenda items 1-7 as presented. Motion was seconded and carried.
Resolution 112-2010 – Supplemental Appropriation –
Elections
Laurie Thomas
Laurie explained that the supplemental is to increase funds to the existing grant. Commissioner Lampe opened the hearing to public comment. None were given. Commissioner Hover moved to approve Resolution 112-2010 in the amount of $48,290. Motion was seconded and carried.
Motion - Voucher Approval - Commissioners
Vouchers certified and audited by the Auditing
Officer as required by RCW 42.24.080 and those expense reimbursement claims
certified as required by RCW 42.24.090 have been recorded on a list, and made
available to the Board. As of this date, the Board did by unanimous vote to
approve the CE vouchers in the amount of $280,735.86 & Payroll vouchers in the
amount of $1,540,262.65. Warrant numbers are cited on the attached blanket
voucher list dated May 27, 2010 & May 21, 2010.
Discussion – Conscious Culture Festival Bond Payment –
Dewayne or Bluejay Hankins
Blue Jay Hankins and Security discussed the
Conscious Culture Festival Bond Payment. They did pay the $1000 bond payment on
time, but asked that the $500 festival permit fee be waived because the festival
has sold under 1000 tickets. Blue Jay explained that money is real tight right
now and because pre-ticket sales have not met the 2500 bench mark; he feels the
festival permit is not even required. He feels the ticket sales won’t reach 2500
at all and he will have a hard time paying the bands. County Code requires a
festival permit when the number of people attending reaches 3000 or more. The
festival takes place June 11 & 12, 2010. Blue Jay said they do not expect 3000
people, but they do hope sales reach 1000. The $1000 bond payment is a
refundable deposit.
Commissioner Peterson moved to refund Conscious Culture Festival Permit Fee of $500, due to lack of attendance numbers for the event. It was noted that this refund will be processed, but may not be available immediately. Motion was seconded and carried.
