OKANOGAN COUNTY BOARD OF COMMISSIONERS

March 2, 2010

The Okanogan County Board of Commissioners met in regular session on March 2, 2010, with Chairman Andrew Lampe, Commissioner Mary Lou Peterson, and Lanie Johns for Brenda Crowell, Clerk of the Board present. Commissioner Don Hover in D.C. for the NACO Conference.

Update – Sheriff
Scott Miller; Noah Stewart; Shawn Messinger; Frank Rogers and Dave Rodriquez

Dave Rodriguez explained the Honor Guard is going to D.C. in May to put fallen officers names on the wall there. He said those who are going will be paying their own way and paying their own expenses associated with the trip.

Noah asked about the van needed for the jail. Commissioner Peterson asked Noah if there was funding available that he knows of and that she had heard of the possibility of paying for the van out of three different sources. Noah also mentioned the need for a new kitchen hood vent and fan.

Problems with prisoner transports with other counties was discussed. Commissioner Peterson iterated the importance of entering the correct information for assets into Eden when paying for them.

The equipment purchased with the StoneGarden grant will be on the county’s inventory/asset list. Scott Miller explained the ATV purchased with federal funds will be transferred to the Taskforce. The federal grants will be audited very carefully.

Update - Public Works
Frank Sautell, Bob Breshears

Frank Sautell remarked that he received an email regarding the Delfeld Road. It was a complaint that the road needs more upgrades. There just aren’t funds to do that.

Bid Opening – Liquid Asphalt – Public Works
Commissioner Lampe noted two bids were received for Liquid Asphalt. No bid bond is necessary.

Idaho Asphalt supply Idaho Falls

Total Bid including tax $207,322.50

Bids will be given to staff for review and they will return with their recommendation.

Commissioner Lampe noted four bids received for Weed Spray.

Before leaving the bid opening, Bob Parten explained they would review the bids and return this afternoon with their recommendation.

Frank Sautell, Bob Parten, and Larry Hudson returned with the bid recommendation.

Motion Bid Award Liquid Asphalt
Commissioner Peterson moved to award the Liquid Asphalt bid to the lowest bidder who was Western States Asphalt from Spokane, Washington in the amount $689,064.60. Motion was seconded and carried.

Motion – Bid Award – Weed Spray
Commissioner Peterson moved to award the Weed Spray bid to the lowest bidder who was Helena Chemical Company from Moses Lake, Washington in the amount of $35,301.90. Motion was seconded and carried.

Motion Consent Agenda
Commissioner Peterson moved to approve consent agenda items 1-13 as presented. Motion was seconded and carried.

Motion – Parks & Rec Board Appointment District #2
Commissioner Peterson moved to appoint Lynda Hotchkiss to serve on the Okanogan County Parks and Rec Board to represent District #2 and to serve the unexpired term left by Steve Mitzner. Motion was seconded and carried.

An appointment letter will be composed, signed and sent once all contact information is gathered to do so.
