OKANOGAN COUNTY BOARD OF COMMISSIONERS
November 8, 2010
The Okanogan County Board of Commissioners met in regular session on July 20, 2010, with Chairman, Commissioner Andrew Lampe, Mary Lou Peterson, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.
Motion - Approve Consent Agenda
Commissioner Peterson moved to approve the consent agenda items 1-15 as
presented. Motion was seconded and carried. (attached)
Appointment Tamera Porter Planning Commission
Commissioner Peterson moved to appoint Tamera Porter to the Planning
Commission representing the Oroville area effective immediately to expire on
March 1, 2012. Motion was seconded and carried. (attached)
Methow Valley EMS District
Commissioner Hover moved to adjourn as the Board of Commissioners and
convene as the Methow EMS District. Motion was seconded and carried.
Commissioner Peterson moved to approve vouchers in the amount of $32,010. Motion was seconded and carried. (attached)
Commissioner Peterson moved to adjourn as the Methow EMS District and reconvene as the Board of Commissioners. Motion was seconded and carried.
Update Planning
Perry Huston
Angie Hubbard reported on the status of the Shoreline Master Program. She noted that it should be coming to the commissioners by December 31, 2010. She stated that there are items in the Shoreline Master Program that Department of Ecology may not agree with. Once the document is submitted, DOE has a specific timeframe to respond and recommend changes. Perry explained further details in the plan.
Discussion Noxious Weed Assessment
Anna Lyon, Janet Nelson,
Anna presented a list of facts to the Board regarding impacts to the weed control activities The $2.00 increase in assessments would add approximately $90,000 to the 2011 budget. Commissioner Peterson asked how much in grant dollars are being received. Anna stated that the grants could amount to about $59,000. Commissioner Peterson asked how much enforcement is being done now. Anna stated that there area approximately seven (7) resulting in approximately $4,600 dollars. Anna said that the staffing is such that they cannot do enforcements. The state does provide some funding for Class A weeds. Commissioner Peterson stated that the State has some extra funding to provide to counties for grant leveraging. If this isnt used up by July it will have to go back to the state. Without an increase in staff they may have to go to half days. Commissioner Peterson stated that there is a possibility of additional federal funding for weed control on the reservation as well. She urged Anna to pursue this and will provide Anna the contact name. Commissioner Hover expressed concern that this would require putting additional taxation on the citizens during this poor economy. Commissioner Peterson stated that if they are only doing seven enforcements in seven years how many more will the additional funding provide? So to base their request on enforcements seems inappropriate. Anna stated that they have drastically prioritized the class B designates. (attachment)
Resolution 336-2010 - Public Hearing Supplemental Appropriation
Commissioner Lampe opened the hearing and noted that no one was present to
comment. Commissioner Peterson moved to approve Resolution 336-2010,
Supplemental Appropriation to Fund 142, County Homeless Fund. Motion was
seconded and carried. (attached)
Discussion - Noxious Weed Assessment (cont)
Jan Assmusen, Chair of the Okanogan County Noxious Weed Board, stated that
most ranchers try to take care of their own property but there is a lot of
development property that is a fright. These developers spread weeds throughout
the county and should share in the cost to eradicate them. She noted that the
Weed Board and office are well known throughout the US and she would really hate
to loose the progress has been made over the years. Jan expressed concern that
the pesticide classes would not be able to continue. Anna said that the classes
take a lot of time to pull together.
Bonnie Lawrence stated that the board worked for years to make inroads with the citizens. If they dont get the increase the Weed Office will loose ground. Anna stated that the reason for less enforcement is because in years past it was dangerous to go into some areas. Anna said that they now have good relationships with the citizens.
Commissioner Peterson stated that there could be something done with regards to developers at the time of land division. She proposed allowing for a $1.00 per parcel for 2011 and then another $1.00 for 2012. Commissioner Hover was not in favor of this.
Commissioner Hover stated that he did not like the way this was presented. He said that if they can get a letter of support from Farm Bureau, Cattlemen and the Coalition for Property rights he would support the $2.00. Anna stated that she will be contacting these groups for their support.
Resolution 337-2010 - Public Hearing Supplemental Appropriation
Commissioner Lampe opened the hearing and noted that no one was present for
comment. Commissioner Peterson moved to approve Resolution 337-2010,
supplemental appropriation to the Fair Fund 112. Motion was seconded and

Resolution 347-2010 Final Decision SEPA Appeal Nine Mile Short Plat
Commissioner Hover moved to approve Resolution 347-2010. Motion seconded and
carried. (attached)
Resolution 348-2010 Amendment to 313-2010 Reimburse MIF
Commissioner Hover moved to amend Resolution 313-2010, Motion was seconded
and carried. (attached)
