OKANOGAN COUNTY BOARD OF COMMISSIONERS

October 12, 2010

The Okanogan County Board of Commissioners met in regular session on July 20, 2010, with Chairman, Commissioner Andrew Lampe, Mary Lou Peterson, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Update - Public Works
Frank Sautell & Bob Breshears

Frank discussed a petition to open roads in the Chesaw area for snowmobile use. Frank made contact with Ron Judd to request assistance with finding funding to repair flooding damage to roads. Commissioner Peterson suggested that the county write the governor directly to ask for financial assistance. Word was received that Bonneville Power will replace the culvert on Berlet street. We won’t have the contract until February. On the 21st there will be an STP regional meeting, along with the cities, to select projects. The county will submit the ??? bridge.

Resolution 290-2010 – Supplemental appropriation – Planning
Commissioner Lampe opened the hearing and called for comments. No comments were given. Commissioner Peterson moved to approve Resolution 290-2010, supplemental appropriation in the amount of $57,574. Motion was seconded and carried. (attached)

Motion – Consent Agenda
Commissioner Peterson moved to approve the consent agenda items 1-20 as presented. Motion was seconded and carried. (attachments)

Resolution 294-2010
Commissioner Peterson moved to approve Resolution 294-2010, budget transfer in the amount of $622 within Commissioners budget. Motion was seconded and carried. (attached)

Resolution 291-2010

Commissioner Peterson moved to approve Resolution 291-2010, budget transfer in the amount of $1200 within the Elections Budget. Motion was seconded and carried. (attached)

Resolution 292-2010
Commissioner Peterson moved to approve Resolution 292-2010, budget transfer within the Veterans budget in the amount of $1000. Motion was seconded and carried. (attached)

Resolution 293-2010 – Annexation – Fire District #4
Commissioner Peterson moved to approve Resolution 293-2010, annex lands as described in attachment A into Fire District #4. Motion was seconded and carried. (attached)

A19-1A – Grant Reimbursment Request – Pest Control
Commissioner Peterson moved to approve an A19 request for reimbursement in the amount of $3000, for Pest control. Motion was seconded and carried. (attached)

Motion – RCO Landowner Approval – MVSTA
Commissioner Peterson moved to authorize the chairman to sign a Recreational Trails Program Landowner Approval Form for MVSTA. Motion was seconded and carried. (attached)

Local Government Certification – Housing Opportunities
Commissioner Peterson moved to approve a local government certification for Housing opportunities for persons with AIDS and authorize the chair to sign. Motion was seconded and carried.

Motion - Voucher Approval – Commissioners
Vouchers certified and audited by the Auditing Officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a list and made available to the Board. As of this date, the Board did by unanimous vote to approve the Current Expense vouchers in the amount of $ 3,500. Warrant numbers are cited on the attached blanket voucher lists. (attached)

Voucher Tonasket EMS District
Commissioner Peterson moved to adjourn as the Board of Commissioners and convene as the Board of Director’s of the Tonasket EMS District. Motion was seconded and carried.

Commissioner Lampe moved to approve vouchers in the amount of 41,707.70. Motion was seconded and carried.

Commissioner Lampe moved to adjourn as the Tonasket EMS District Board of Directors and reconvene as the Board of Commissioners. Motion was seconded and carried.
