October 26, 2010

The Okanogan County Board of Commissioners met in regular session on October 26, 2010, with Chairman, Commissioner Andrew Lampe, Mary Lou Peterson, Commissioner Don Hover and Brenda Crowell, Clerk of the Board present.

Motion - Approve Consent Agenda
Commissioner Peterson moved to approve the consent agenda items 1-8 as presented. Motion was seconded and carried. (attached)

Resolution 312-2010 – Budget Transfer - Extension
Commissioner Peterson moved to approve Resolution 312-2010, Budget Transfer in the Extension Budget in the amount of $181. Motion was seconded and carried.

Resolution 314-2010 – Budget Transfer – Superior Court
Commissioner Peterson moved to approve Resolution 314-2010, budget transfer in the amount of $500 for the Superior Court budget. Motion was seconded and carried.

Resolution 315-2010 – Budget Transfer – Board of Equalization
Commissioner Peterson moved to approve Resolution 315-2010, budget transfer in the amount of $555 for the Board of Equalization budget. Motion was seconded and carried.

Resolution 316-2010 – Budget Transfer – Trial Court Improvement
Commissioner Peterson moved to approve Resolution 216-2010, budget transfer in the amount of $1,263 for the Trial Court Improvement Fund. Motion was seconded and carried.

Resolution 317-2010 – Budget Transfer - Sheriff
Commissioner Peterson moved to approve Resolution 217-2010, budget transfer in the amount of $1265 for the Sheriff’s budget. Motion was seconded and carried.

Motion - Executive Session - Personnel
Commissioner Hover moved to go into executive session at 10:43 AM to discuss personnel. Motion was seconded and carried.

Open session resumed at 10:53 AM and no action was taken.

Resolution 313-2010 – Reimbursement – Methow Institute
Commissioner Peterson moved to approve Resolution 313-2010, reimburse costs to Methow Institute Foundation. Motion was seconded and carried. (attached)

Agreement – Remodel L Tank in Jail - Beaman
Commissioner Peterson moved to approve an agreement between Beaman Architecture and the county for the jail remodel of L tank to harden the ceilings in the base amount of $15,305 Motion was seconded and carried.

Update – Public Works
Bob Breshears briefed the Board on current roadwork being done.

Public Hearing – Speed Limit – Lost River Road
Commissioner Lampe opened the hearing and noted that no public were present and called for staff reports. Tom Hinger explained the proposed speed limit changes. The Commissioners stated that they would like to see a 35mph from SR20 to the bridge. Also requested in the petition was a four way stop but Public Works doesn’t recommend it at this time.

Ordinance 2010-8 – Speed Limits on Lost River and Goat Creek Road
Commissioner Hover moved to approve Ordinance 2010-8 setting speed limits on portions of Lost River and Goat Creek Roads. Motion was seconded and carried. (attached)

Motion – Jail Van Request - Jail
Commissioner Hover moved to authorize the Jail Administrator to purchase a used van in the amount of $20,000 including tax and license. Motion was seconded and carried.

Food Sense Nutrition Program
Commissioner Hover moved to approve the 4th Quarter Food Sense match in the amount of $6273.68 and authorize the chair to sign. Motion was seconded and carried.

Discussion – Pack and Saddle Stock Outfitters Guide Forest Service DEIS
Aaron Burkhart and Steve Darwood along with Perry Huston, explained their concerns with the Forest Service DEIS. Perry is of the opinion that the primary issue is the lack of coordination with the county. Commissioner Hover expressed concerns with the study that was done. Commissioner Peterson said that the letter should include a statement that the Forest Service needs to issue 10 year permits to the stock outfitters and that they should start over and coordinate with the county. Perry stated that they should continue to issue permits and then do an EIS on their programmatic change. The deadline for comments was extended for 20 days.

Motion – Resolution 318-2010 Transfer Communications
Commissioner Hover moved to approve Resolution 318-2010 in the amount of $1,241. Motion was seconded and carried. (attached)

Resolution 319-2010 – Budget Transfer - Corrections
Commissioner Hover moved to approve resolution 319-2010 transfer within the corrections budget in the amount of $4,300. Motion was seconded and carried. (attached)

Resolution 320-2010 – Budget Transfer - Planning
Commissioner Hover moved to approve 320-2010 a transfer to Planning budget in the amount of $4,561. Motion seconded and carried. (attached)

Resolution 322-2010 – Budget Transfer - Elections
Commissioner hover moved 322-2010 transfer to Elections budget. Motion was seconded and carried. (attached)

Resolution 323-2010 – Budget Transfer - MARC
Commissioner Hover 323-2010 transfer to MARC fund in the amount of $450. Motion was seconded and carried. (attached)
