Six Year Transportation Improvement Program (Six Year TIP)
The Six Year Transportation Improvement Program (Six Year TIP) is a ‘long-range’ advance road and bridge construction program that identifies projects that are planned or needed over the next six years and indicates whether the project is funded, partially funded, or unfunded. The Six Year TIP is updated and approved annually by the County Commissioners, and is based on needs identified through the Priority Programming process and the annual Bridge Inspection Report and policies identified in more long-range plans. After adoption the Six Year TIP is forwarded to the Regional Transportation Planning Organization representing Okanogan County (Wenatchee Valley Transportation Council (WVTC)) for incorporation into the Regional Transportation Improvement Plan (RTIP) which is then forwarded to Washington State Department of Transportation (WSDOT) for inclusion in the State Transportation Improvement Plan (STIP) where all projects requesting use of federal funds must be listed before funds will be obligated.

Annual Construction Program
The annual road program is typically the first year of the six-year program with additional specifics such as priority, work method (contract or day labor), and new equipment list.
The program must include recommendations for all road and bridge projects and all road equipment purchases for the ensuing year. For construction, a specific list of projects is required, along with cost and method information. The recommended plan “... shall conform as nearly as practicable to the county’s long-range road program”. The annual program is also required to include the amounts to be expended for maintenance; however details of proposed expenditures do not have to be included

Active Projects

Okanogan County Central Landfill Waterline
This project consists of the construction of a waterline to serve the Okanogan County Central Landfill. This is a County funded project that begins at the existing wellhead adjacent to OCR 9213, Spring Coulee Road and extends approx. 4,500 feet to the Central Landfill. The improvements include a 6 inch diameter mainline, 2 inch diameter domestic line, 2 inch diameter conduit for control wires, 3 vacuum release valves per line co-located in vaults along the waterline route, 25 HP variable speed pump and controls, and 8`x14` CMU mechanical room to house the control panels and pressure tank with surrounding chain link security fence.

This project has been awarded to Pipkin Construction of East Wenatchee, WA.

Construction is planned to begin on April 2, 2012 and should be completed on or about May 11, 2012.

Spring Coulee Road will be reduced to one lane during installation of the pipeline under the county road.  We anticipate this one lane closure to only last one day during construction.
