------------------------------------------------------------------JOB OBJECTIVES:

Enforces laws, performs traffic control functions, maintains peace and provides emergency aid services to protect the lives, property and legal rights of County residents and visitors.

ESSENTIAL JOB FUNCTIONS:

  1. Monitor the public's activities for compliance with federal, state, county and city laws and ordinances; cite, apprehend and/or arrest violators using a minimum amount of force (often requires making instantaneous decisions in critical or dangerous situations) and act as a deterrent to potential violators by performing routine and commercial and private security patrols in marked cars.
     

  2. Conduct investigations of traffic accidents, crimes and complaints of potentially dangerous (possibly armed) persons, gun shots, disputes or animal cases. This involves such activities as lifting fingerprints, interviewing or interrogating witnesses or suspects and photographing scene.
     

  3. Type, dictate and/or complete incident, accident and investigative reports, as well as the daily log. The position may also testify in court regarding data on those reports.
     

  4. Provide emergency medical treatment to victims of traffic or
    accidents or natural disasters.
     

  5. Provide traffic control during emergencies or civic functions.
     

  6. Serve criminal and civil papers to residents; may also involve arrests.
     

  7. Provide for personal and equipment effectiveness by demonstrating skill proficiency (weapons, first aid, high speed chase), completion of the appropriate law officer courses and 40-hour annual review and update courses and by keeping abreast of changes in laws, ordinances, policies and procedures.
     

  8. Maintain the peace by providing crowd control during civil ceremonies or any time large numbers of people gather.
     

  9. Provide information services to the public regarding road conditions, directions, preventive home and commercial security measures and the availability of public services.
     

  10. Train and possibly test other deputies in procedures (new employees) and/or skills proficiency.
     

  11. Must be able to work in harmony with all fellow employees on a continuing basis.
     

  12. Be aware of and comply with all department policies and procedures.

REQUIRED QUALIFICATIONS:

  1. Must be at least 2l years of age at time of employment.

  2. United States citizen.

  3. High school graduate or equivalent. Proof of graduation (diploma or G.E.D.) must be provided with application.

  4. Must meet Okanogan County Sheriff's Department minimum medical health requirements.

  1. Height and weight must be proportional and sufficient for physical restraint of suspects and/or inmates.
     

  2. All applicants must have vision correctable to 20/20 in the better eye, 20/30 in the lesser eye.
     

  3. Must possess normal hearing and normal color vision sufficient to meet the requirements of the position.
     

  4. Must present a certificate from a qualified physician prior to employment, certifying that the applicant meets the minimum Medical and Health Standards set.

  1. Must possess a valid Washington State Driver's License at the time of employment.

  2. Applicant's traffic record will be subject to review and approval by the Civil Service Commission, the Sheriff's Department and Insurance Carrier.

  3. Must not have had a conviction for any crime, the punishment for which could have been imprisonment in a federal or state prison or institution and shall not have been convicted of any offense involving moral turpitude, narcotics, drugs or alcohol.

  4. Must not be addicted to the excessive use of drugs or intoxicating beverages.

  5. Must possess an active First Aid Card and CPR Training.

  6. Applicant cannot have been convicted of any felonies. Background investigation, physical exam, psychological and polygraph exams conducted on successful candidates. Hiring is provisional, based on outcome of psychological evaluation.

    ADDITIONAL LATERAL ENTRY REQUIREMENTS:

 

  1. Must be currently employed as a full-time employee of a public law enforcement agency in a comparable position to that being applied for.
     

  2. Must have successfully completed that agency’s probationary period and have successfully completed the Washington State Criminal Justice Training Commission’s Basic Law Enforcement Academy, or be qualified to take the one week Washington Equivalency course.
     

  3. Must have been employed continuously for the past 24 months in the public law enforcement agency where he/she is currently employed.
     

  4. Must successfully pass the entry level Civil Service Examination process, consisting of an oral interview and meet all minimum requirements for the position.
     

  5. Provisional hires must pass a psychological profile test and a polygraph examination. A provisional hire is not to be confused with a provisional appointment, as defined in RCW 41.14.060 Section 7.

WORKING ENVIRONMENT:
This position works a 40-hour week and remains on call at other times. In addition, the incumbent spends up to eight hours a day in a patrol car, subject to driving hazards in a variety of weather conditions and extremes, is subject to physical assault by prisoners or suspects (possibly armed) and psychological assault by retaliatory persons and the job environment (death, violence, trauma and long hours away from the family). May lift up to 200 pounds and endure physical stress.

NOTE FOR LATERAL ENTRY:
FROM THE CONTRACT WITH THE COUNTY:

9.4 Lateral Entry: Persons hired with full-time law enforcement experience from other agencies, who have met Civil Service lateral entry requirement, shall be given, for purposes of pay and benefits, credit for one-half their years in service not to exceed 4 years. Years of service gained under this section do not apply to seniority.

CORRECTIONS OFFICER (LATERAL & ENTRY LEVEL)

BEGINNING BASE PAY 2433/month for entry level, effective 7/1/07. Lateral is D.O.E.

JOB OBJECTIVES:

Maintains the security of inmates and records of the Okanogan County Correctional Facility to contribute to the welfare of the inmates and protection of the County residents.

ESSENTIAL JOB FUNCTIONS:

  1. Receive prisoners into custody, type input of personal data information, sign off warrants, search and take identification data such as fingerprints and photographs.
     

  2. Collect, record and store personal property including money and other valuables. Record personal data information on required logs and files, check computer for outstanding warrants and prisoner background information.
     

  3. Receive and record payment of bail and money intended for inmates, conduct head counts and make searches for contraband materials.
     

  4. Orientate inmates on regulations and procedures within the correctional facility, enforce rules and regulations according to standard operating procedure, participate in inmate disciplinary proceedings and hearings as assigned.
     

  5. Summon medical attention for inmates on an emergency basis; deliver and dispense medication per instructions and deliver inmates to sick call.
     

  6. Oversee food services for inmates; oversee activities of inmates in regards to recreation, visitation time and counseling interviews with attorneys, social workers and other authorized personnel; assume responsibility for movement of inmates within the assigned areas of the correctional facility; and assign and direct work of trustees and other inmates in the cleaning and maintenance of the correctional areas.
     

  7. Control all inner security doors within the correctional facility; watch for potentially dangerous situations and other improper correctional conditions; answer phone calls and relate approved information concerning prisoners to relatives, attorneys, probation officers and police officers; and respond and handle emergency situations, such as man down, fire or riot.
     

  8. Coordinate the District and Superior Courts to assure that prisoners appear as scheduled for trial; escort and transport prisoners to courts, medical facilities and other facilities or institutions, and check commitments according to proper procedure.
     

  9. Release inmates by following established procedures for releases, such as posting bond, payment of bail, any personal recognizance and as authorized by the courts.
     

  10. Write reports concerning any problems or emergency situations or occurrences within the correctional facility.
     

  11. Maintain accurate and complete jail records. This involves a variety of activities including recording personal information and photographing inmates for identification, inventory and security of personal effects, completing and maintaining health records and treatment cards, recording inmates time, served or detained, recording outside appointments (including court appearances) and time in and out on a daily basis, maintaining a log of inmate telephone calls at the time of booking, documenting visitors (including attorneys), and maintaining individual inmate's financial account for minor, personal purchases.
     

  12. Perform a variety of other duties as assigned.

REQUIRED QUALIFICATIONS:

requires new hires to sign a two year contract.

SPECIFIC LATERAL ENTRY REQUIREMENTS:

CORRECTIONS SERGEANT

JOB OBJECTIVES: To supervise, manage and maintain security in the Okanogan County Corrections Facility. To contribute to the safety and welfare of the corrections staff and county residents.

GENERAL STATEMENT: Serves as a first line supervisor for the Corrections division of the Okanogan County Sheriff's Department. This class is characterized by the responsibility to provide mid-management supervision to the corrections officers on any given shift, and to provide for the care and custody of prisoners in the Corrections Facility. This class is also characterized by its relative independence in and responsibility for supervision of subordinate Corrections staff, admittance of prisoners, maintenance of security and order, and care for the needs of prisoners. It is also characterized by responsibility for shift management, operational decisions, direct supervision of corrections personnel and their evaluations and the enforcement of the Standard Operations Procedures.

CONTROLS OVER WORK: Works under the supervision of the Jail Administrator, Under Sheriff and the Sheriff. Must be aware of and follow the laws and ordinances of the State of Washington and the County of Okanogan, and Department Procedures and Policies pertaining to the safety of the corrections staff and prisoners. The Jail Administrator, Under Sheriff and Sheriff are available to help resolve emergency situations.

ILLUSTRATIVE EXAMPLES OF WORK:

  1. Supervises temporary and permanent members of this division during an assigned shift. Assigns work details and projects for completion on the shift. Assists and advises staff personnel with difficult or unusual problems.
     

  2. Directs and supervises the training of all new corrections officers.
     

  3. Directs the serving of meals and post meal clean-up during the shift. Oversees food preparation on week-ends and holidays.
     

  4. Represents the Corrections officers at supervisors' meetings.
     

  5. Inspects records and observes practices to assure maintenance of required security standards and enforces the Standard Operations Procedures.
     

  6. Responsible for shift management, operational decisions, direction supervision of corrections officers and their evaluations.
     

  7. Inspects inmate cells to maintain desirable standards of cleanliness and health. Authorizes medical attention for inmates when needed. Inspects all area of the correctional facility to assure sanitary, orderly and healthful conditions.
     

  8. Schedules subordinates to work shifts and assigns specific duties to be performed.
     

  9. Performs all basic functions of a corrections officer.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS AND ABILITIES):

Knowledge of: The operations and procedures of the Corrections Facility to include public relations, telephone procedures, and in-house computer system.

Ability to: Operate the telephones and radio. Maintain effective supervisory relationships with all department staff; act quickly and effectively in emergency situations in the Corrections Facility. Maintain supervisory records and disciplinary records on Correction personnel.

Experience and Training: Two (2) years of continuous employment in the Corrections Facility and completion of the Corrections Academy.

COMMUNICATIONS OFFICER/DISPATCHER (LATERAL & ENTRY LEVEL)

DEPARTMENT: Sheriff’s Office

REPORTS TO: Chief Communications Deputy
PAY: 2234/month, effective 7/1/07 Lateral is D.O. E.

JOB OBJECTIVES:
Operates the radio and is responsible for all police units at all times. Answers the phones, which consists of 25 incoming phone lines. Maintain accurate records and logs and complaints. Dispatch appropriate fire and ambulance departments as required.

ESSENTIAL JOB FUNCTIONS:

  1. The Dispatcher must be accountable for every officer that they have radio contact with. They must know where that officer is at all times. They are the only means of communication the officer has. He relies on the Dispatcher for his safety. They also dispatch emergency vehicles for Pateros, Tonasket, Omak, Malott, Okanogan, Riverside, Conconully, Mazama, Twisp, Winthrop, Oroville, Coulee Dam, Elmer City and when called upon, aid the U.S. Forest Service, Department of Natural Resources (DNR), Bureau of Indian Affairs (BIA), County and State road departments and aid in Search and Rescue missions. Also, when needs arise, they dispatch the coroner, funeral homes, wreckers, tow trucks and are frequently called upon to dispatch the Department of Social and Health Services (DSHS), County Alcohol, and Mental Health Departments.
     

  2. Answer phones. The 911 phones take priority over all other calls. Dispatchers also answer phones for Omak, Twisp, Winthrop, Brewster, Tonasket, Oroville and Okanogan Police Agencies. There are ten (10) incoming lines, Okanogan and Omak fire halls, also the Methow Fire District, and an intercom system for all the offices in the Sheriff's Office and Jail stations. There are phone links with the Court House, Juvenile, Prosecutors Office and other county government agencies.
     

  3. Recognize the different alarm systems. Dispatch receives numerous in-coming alarms for banks, schools, and various other agencies.
     

  4. Keep accurate written logs. Dispatchers maintain logs for radio traffic, teletype messages, juvenile runaway reports, and house watches. Most logs are now computerized.
     

  5. Dispatchers must be able to effectively operate the state computer which is based in Olympia and maintained by the Washington State Patrol. They need to know how to check on individuals for warrants, along with weapon and vehicle checks, and driver license status. They also send messages from our agency to other agencies in the state as well as nation-wide. They are required to know all phases of the computer.
     

  6. Gather accurate complaint information and dispatch according to priority. Dispatchers must accurately record information on all complaints. They also must be able to relay accurate information on complaints to officers in their assigned areas and notify the proper supervisor as required.
     

  7. Verify and confirm county warrants. It is the Dispatchers responsibility to make sure warrants are handled in a timely and proper manner according to state guidelines.
     

  8. Appear in Court. If a Dispatcher is called upon to testify in a court case they must appear and be properly attired.
     

  9. Release complaint information to the news media via the complaint board.
     

  10. Miscellaneous duties. Check mailbox everyday for memos or messages. Read the daily log book for new issues that apply to your work activity. It is required to obtain a first aid card and CPR instruction and keep it current. Be cordial to all fellow employees and public citizens. Remain in the dispatch center during their eight (8) hour shift except for taking breaks. A Communications Officer must maintain a valid Washington State Driver’s License.
     

  11. Be aware of and comply with all department polices and procedures.
     

  12. Must be able to work in harmony with all fellow employees on a continuing basis.
     

  13. Perform a variety of other duties as assigned.
     

  14. Shifts worked are rotating which may include holidays and weekends.

RECORDS CLERK

DEPARTMENT:
SHERIFF'S OFFICE

REPORTS TO: Undersheriff
PAY: BEGINNING PAY $2208/month effective 7/1/07

SHIFTS AND ROTATION:
There are five clerical positions (Criminal Records, Civil Records, Jail Records, Support Position and Evidence Clerk) which are all cross-trained in all five positions. This involves shift work with hours 7 a.m. - 4 p.m. or 9 a.m. - 6 p.m.

JOB OBJECTIVES:
Provides clerical support to contribute to the effectiveness of the department. This position reports to the Undersheriff.
The Records Department controls all documentation relating to investigations, jail records information and civil process. State law requires that privacy and security of all records be maintained in the most effective manner possible. Additionally, orderly maintenance of records is the only way to insure that information is correct and complete in content and accessible to proper officers and/or agencies.

The Evidence Clerk function, under the direction of the Division Head, receives, collects, preserves, catalogs, stores and disposes of materials and property seized as evidence for criminal scene processing and maintains related records and files, and manages the BioHazard function for Sheriff and Correctional facility.

ESSENTIAL JOB FUNCTIONS:

  1. Contribute to the accurate and timely processing of daily complaints, civil process, pistol permits and jail records information into computer systems.
     

  2. Transcribe officer's tapes from tape to proper forms. Additional related duties involve the proper storage and retrieval of tapes and transcriptions.
     

  3. Perform miscellaneous clerical duties (accident reports, theft reports) and supportive functions, i.e. statistical reports to the Sheriff, U.C.R. reports, and citation files.
     

  4. Responsible for entering appropriate information into computer system, retrieval and deletion of statistical information from the system.
     

  5. Respond to requests for criminal history record information. In this effort, the incumbent must understand the regulations governing which information can be released and must be able to locate the data for release.
     

  6. Be aware of procedure and comply with all department policies and procedures.

Job Objective:
Maintains the security of the County Jail to contribute to the welfare of the inmates and protection of the county residents. Greets the public and accepts moneys for inmates. Controls all the video cameras in the jail, along with security alarm systems. Must have a thorough knowledge of the teletype printer and state and national CRT computer programs.

Essential Job Functions:
  1. Maintain Security by scanning the video monitor system constantly. These monitors show the outside entrances. Two views of the recreation yard, the hallways, inner and outer booking doors, the kitchen door, and the elevator. Every door also has an audible alarm that sounds each time someone wants through. On some doors, the alarm continues ringing for the duration that particular door is left open.

    The Control Room Operator also controls the police units requesting entrance into the sallyport with prisoners to process into the jail. No one gains admittance to the jail without the Control Room Operator knowing who it is and what the circumstances are.
     
  2. Maintaining security of all jail keys. The Control Room Operator has complete control and access to all jail door keys, room keys, night tour keys, kitchen keys, food storage keys, all patrol and jail vehicles and emergency keys. Keys do not leave the Control Room without knowing who has them and why. All keys are kept on a log sheet to be assigned and returned.
     
  3. Maintains security of each jail module in the event of an emergency. The inmates can push the call button in the individual module in case of emergency to alert the Control Room Operator. The Control Room Operator will notify and send the Corrections Officer to the appropriate cell by hearing and seeing the call light on the housing module board in the Control Room.
     
  4. Be alert and aware. The Control Room Operator must be aware of any irregularities in the Corrections Center that may present a danger to the Corrections staff. They must be able to respond quickly to send appropriate police units to the Corrections Facility to assist in any emergency.
     
  5. Answer phone. Answer incoming phone calls from the public and law enforcement agencies. Be able to assist in giving information about the inmates held in custody.
     
  6. Maintain accurate financial records. The Control Room Operator will receive incoming moneys from the public and mail. Must be able to record and itemize all financial transactions in specific inmate accounts while he/she is in custody.
     
  7. Greet the public. Control Room Operators must acknowledge the public when they come into the lobby, whether they are there to visit inmates, get fingerprinted for pistol permits, or just want to talk with someone in the Sheriff’s Department. Control Room Operators must remain patient and courteous at all time.
     
  8. Appear in court. Anytime a Control Room Operator is called upon to testify in a court case, they must appear and be properly attired.
     
  9. Miscellaneous duties. Check mailbox every day for memos or messages. Read the daily log book for new issues that apply to your work activity. Obtain First Aid and CPR instructions and keep it current. Be cordial to all fellow employees and public citizens. Remain in the Control Room Center during their eight (8) hour shift, except for taking breaks. There is the possibility a female Control Room Operator Officer will be called upon to assist an officer with another female prisoner.
     
  10. Be aware of and comply with all department policies and procedures.
     
  11. Must be able to work in harmony with all fellow employees on a continuing basis.
     
  12. Perform a variety of other duties as assigned.

Required Qualifications:

  1. 21 years of age.
  2. Valid Washington State Driver’s License.
  3. United States citizen.
  4. High School graduate or equivalent (GED).
  5. Typing skills.

Desired Qualifications:

  1. Bilingual - Spanish.
  2. Computer Skills.
  3. Prior experience in Dispatching or Control Room operations.

FIELD DEPUTY SERGEANT

JOB OBJECTIVES:

Supervise the shift operations and personally perform as a Field Deputy to protect lives, property and the legal rights of County residents and visitors.

ESSENTIAL JOB FUNCTIONS:
  1. Provide for the effectiveness of shift field operations by supervising the shift personnel. This involves assuring proper staffing levels, monitoring operations to see they are performed properly, assisting deputies when necessary and providing overall guidance and decision-making. The incumbent maintains close communication with shift officers to contribute to optimum coordination and uniformity of operations.
     
  2. Monitor the public's activities for compliance with federal, state, county and city laws and ordinances; cite, apprehend and/or arrest violators using a minimum amount of force (often requires making instantaneous decisions in critical or dangerous situations) and act as a deterrent to potential violators by performing routine and commercial and private security patrols in marked cars.
     
  3. Conduct investigations of traffic accidents, crimes and complaints of potentially dangerous (possibly armed) persons, gun shots, disputes or animal cases. This involves such activities as lifting fingerprints, interviewing or interrogating witnesses or suspects and photographing scenes.
     
  4. Type, dictate and/or manually complete incident, accident and investigative reports, as well as the daily log. The position may also testify in court regarding data on those reports.
     
  5. Provide emergency medical treatment to victims of traffic or other accidents or natural disasters.
     
  6. Provide traffic control during emergencies or civic functions.
     
  7. Serve criminal and civil papers to residents; may also involve arrests.
     
  8. Provide for personal and equipment effectiveness by demonstrating skill proficiency (weapons, first aid, high-speed chase), and by keeping abreast of changes in laws, ordinances, policies and procedures. Performs routine minor vehicle maintenance as assigned.
     
  9. Maintain the peace by providing crowd control during civic
    ceremonies or any time large numbers of people gather.
     
  10. Provide information services to the public regarding road conditions, directions, preventive home and commercial security measures and the availability of public services.
     
  11. Train and possibly test other deputies in procedures (new employees) and/or skills proficiency.
     
  12. Perform other duties in support of department operations, escorting prisoners to court and maintaining the patrol vehicle.
     
  13. Assist the Chief Criminal Deputy in case review and the supervision of investigations.
     
  14. Be aware of procedures; comply with and enforce compliance of all department policies within their division.
     
  15. Must be able to work in harmony with all fellow employees on a continuing basis.
     
  16. Other duties as may be assigned.

REQUIRED QUALIFICATIONS:

  1. 21 years of age

  3. High school diploma or G.E.D.
  4. Washington Driver's license at time of employment.
  5. Must meet Okanogan County Sheriff's Department minimum
    medical health requirements.
  1. Height and weight must be proportional and sufficient for physical restraint of suspects and/or inmates.

  2. All applicants must have at least 20/100 vision in both eyes, correctable to 20/20 in the better eye, 20/30 in the lesser eye.

  4. Must present a certificate from a qualified physician
    prior to employment certifying that the applicant meets the minimum Medical and Health Standards set.

JOB OBJECTIVES: To supervise, manage and maintain security in the Okanogan County Communications Center. To contribute to the safety and welfare of the field staff and county residents.

GENERAL STATEMENT: Serves as a first line supervisor for the Communications division of the Okanogan County Sheriff’s Office. This class is characterized by the responsibility to provide mid-management supervision to the Communications Officers on any given shift and to provide for the safety of the field staff. This class is also characterized by its relative independence in and responsibility for shift management, operational decisions, direct supervision of Communications personnel and their evaluations and the enforcement of the Standard Operations Procedures.

CONTROLS OVER WORK: Works under the supervision of the Chief Deputy of Operations, Undersheriff and the Sheriff. Must be aware of and follow the laws and ordinances of the State of Washington and the County of Okanogan, and Department Procedures and Policies pertaining to the safety of the Field and Communications staff. The Chief Deputy of Operations, Undersheriff and Sheriff are available to help resolve emergency situations.

ILLUSTRATIVE EXAMPLES OF WORK:
  1. Supervises temporary and permanent members of this division during an assigned shift. Assigns work details and projects for completion on the shift. Assists and advises staff personnel with difficult or unusual problems.
     
  2. Directs and supervises the training of all new Communications Officers.
     
  3. Represents the Communications Officers at supervisors meetings.
     
  4. Inspects records and complaints and observes practices to assure maintenance of required security standards and enforces the Standard Operations Procedures.
     
  5. Responsible for shift management, operational decisions, direct supervision of Communications Officers and their evaluations.
     
  6. Schedules subordinates to work shifts and assigns specific duties to be performed.
     
  7. Performs all basic functions of a Communications Officer.

MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS AND ABILITIES):

Knowledge of: the operations and procedures of the Communications Center to include public relations, telephone and radio procedures and in-house and access computer systems.
Ability to: Operate the telephones and radio. Maintain effective supervisory relationships with all department staff; act quickly and effectively in emergency situations. Maintain supervisory records and disciplinary records on Communications personnel.

JOB OBJECTIVES:
  1. To provide at least three (3) meals a day, served at regular intervals. The operation and cleaning of the kitchen area. Responsible for food purchasing, storage, planning and preparation.
     
  2. Maintains the security of the facility’s kitchen.

ESSENTIAL JOB FUNCTIONS:

  1. Plans menus to where the inmates receive a nutritional, balanced, variety of meals three times a day, seven
    days a week.
     
  2. Assists with purchases, receives and maintains all equipment for the operation of the Food Services Section of the
    corrections facility.
     
  3. Receives, prepares and stores all food items for inmate consumption.
     
  4. Instructs the trustees in the performance of meal preparation in the absence of the Food Service Manager, the
    cleaning of the kitchen area, the service of food and the return of all utensils issued at the time of meal consumption.
     
  5. Sees that all kitchen laundry is properly laundered and returned to the kitchen.
     
  6. Keeps records of the menu served and the number of meals served.
     
  7. Serves meals to the inmates of the correctional facility and the work release area.
     
  8. Establishes and maintains effective working relationships with supervisors and co-workers.

REQUIREMENTS:

  • Have, or be able to obtain within 30 days, a food handler’s license.
